[ Commonwealth Act No. 10, December 31, 1935 ]
AN ACT TO PROVIDE FOR THE APPOINTMENT, QUALIFICATIONS, COMPENSATION AND EXPENSES OF THE RESIDENT COMMISSIONER OF THE PHILIPPINES TO THE UNITED STATES, APPROPRIATE FUNDS THEREFOR, AND FOR OTHER PURPOSES.
Be it enacted by the National Assembly of the Philippines:
SECTION 1. The Philippines shall have a Resident Commissioner to the United States, with the powers and duties prescribed in section seven, paragraph five of Public Act Numbered One hundred twenty-seven of the Congress of the United States, approved March twenty-four, nineteen hundred and thirty-four, together with such other duties as may be assigned to him by the President of the Philippines or may, by law, be prescribed by the National Assembly.
SEC. 2. The Resident Commissioner shall be appointed by the President of the Philippines, with the consent of the Commission on Appointments of the National Assembly, and shall hold office at the pleasure of the President. He shall be the representative of the Philippines in the United States of America and shall annually and at such other times as the President may require, render an official report to the President.
SEC. 3. No person shall be appointed Resident Commissioner unless he has been five years a citizen of the Philippines before his appointment, thirty years of age or over,a qualified elector, and has been a resident of the Philippines for at least five years before his appointment.
SEC. 4. The Resident Commissioner shall receive a salary of twenty thousand pesos per annum; and, in addition thereto, a yearly allowance of four thousand pesos in lieu of transportation expenses to and from the United States, and another allowance of six thousand pesos per annum in lieu of representation expenses, both commutable at the beginning of each regular session of the Congress of the United States. The Resident Commissioner shall be entitled to an official residence in Washington, D. C., which at the same time may be used as his office. The Resident Commissioner may appoint the secretarial and clerical staff in his office, provided the total salaries for such personnel do not exceed the amount of ten thousand pesos annually.
SEC. 5. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Philippine Treasury not otherwise appropriated, for the year nineteen hundred and thirty-six:
