[ Commonwealth Act No. 566, June 07, 1940 ]
AN ACT APPROPRIATING SIX MILLION ONE HUNDRED THOUSAND PESOS FOR PUBLIC WORKS
Be it enacted by the National Assembly of the Philippines:
SECTION 1. The following sums, or so much thereof as may necessary, are appropriated out of the general fund in the Philippine Treasury not otherwise appropriated, to be at the disposal of the Directory of Public Works, subject to the approval of the Secretary of Public Works, subject to the approval of the Secretary of Public Works and Communications and the provisions hereinafter set forth, for the purposes mentioned hereunder:

SEC. 3. No appropriations out of the general fund provided in this Act shall be set up in the books of the Auditor General or otherwise made available for expenditure without the prior authority of the President of the Philippines.
SEC. 4. All balances of the appropriations made in section one hereof remaining unexpended on June thirtieth, nineteen hundred forty-three, shall revert to the general fund in the Philippine Treasury and thereafter shall not be available for expenditure, except upon appropriation by the National Assembly; and all balances of the appropriations made in section two hereof remaining unexpended on June thirtieth, nineteen hundred forty-two, shall revert to the "Port Works Fund" and thereafter shall not be available for expenditure except as provided in said Act.
SEC. 5. The sums appropriated in paragraphs (e), (f), and (g) of section one, and those appropriated in paragraphs (c), (d), and (e) of section two of this Act shall be distributed by the Secretary of Public Works and Communications with the approval of the President of the Philippines, but those appropriated in the other paragraphs of sections one and two hereof, except those appropriated in paragraph (c) of section one which shall be distributed as directed by the President of the Philippines, shall be available for expenditure by the Director of Public Works. All sums appropriated in section two of this Act shall be released only after certification by the Auditor General to the President of the Philippines that there are sufficient funds that have accrued under Act Numbered Three thousand five hundred ninety-two, as amended by Commonwealth Act Numbered One hundred thirty, to cover the items of appropriation herein authorized.
SEC. 6. The President of the Philippines is authorized to transfer any appropriation, or portion thereof, authorized in any item under any section hereof to any other item in the same section.
SEC. 7. The President of the Philippines is authorized to suspend or otherwise stop the expenditure of any amount herein appropriated for any purpose, or any portion thereof, whenever, in his opinion, the public interest so requires; and thereupon the funds affected by such action shall become available for any other authorized expenditure as the President may determine.
SEC. 8. This Act shall take effect upon its approval.
Approved, June 7, 1940, with exception of the following items : Section 1, Subsection A, paragraph (a) ; Albay, Item 7; Bukidnon, Items 1, 3 and 4; Bulacan, Items 16 and 17; Camarines Sur, Items 11, 17 and 21; Iloilo, Item 35; Pangasinan, Item 27; Samar, Items 7, 8, 10, 13, 14, 15, 18, 19, 21, 22, and 23.

SEC. 5. The sums appropriated in paragraphs (e), (f), and (g) of section one, and those appropriated in paragraphs (c), (d), and (e) of section two of this Act shall be distributed by the Secretary of Public Works and Communications with the approval of the President of the Philippines, but those appropriated in the other paragraphs of sections one and two hereof, except those appropriated in paragraph (c) of section one which shall be distributed as directed by the President of the Philippines, shall be available for expenditure by the Director of Public Works. All sums appropriated in section two of this Act shall be released only after certification by the Auditor General to the President of the Philippines that there are sufficient funds that have accrued under Act Numbered Three thousand five hundred ninety-two, as amended by Commonwealth Act Numbered One hundred thirty, to cover the items of appropriation herein authorized.
SEC. 6. The President of the Philippines is authorized to transfer any appropriation, or portion thereof, authorized in any item under any section hereof to any other item in the same section.
SEC. 7. The President of the Philippines is authorized to suspend or otherwise stop the expenditure of any amount herein appropriated for any purpose, or any portion thereof, whenever, in his opinion, the public interest so requires; and thereupon the funds affected by such action shall become available for any other authorized expenditure as the President may determine.
SEC. 8. This Act shall take effect upon its approval.
