Be it enacted by the National A»«embly of the Philippines:

SECTION 1. Title of Act.—This Act shall be known as "General Appropriation Act for nineteen hundred and thirty-seven."

SEC. 2. Appropriation of funds.— The following sums, or so much thereof as may be respectively ne­cessary, are hereby appropriated out of any funds in the Philippine Treasury not appropriated for other purposes, for the operation of the Government of the Philippines for the fiscal year ending December thirty-first nineteen hundred and thirty-seven, unless other­wise stated:

X. —SPECIAL PROVISIONS
1.          Any unexpended  balance of the funds appropriated   for the   National   Assembly  may   be   used  to cover deficits in any item of the appropriation for the said Assembly.

2.    Any   Member   of the   National  Assembly may assign  his yearly  salary   or any  part thereof  to   any banking  institution   doing business   in the Philippines, including the compensation to his family in the event of death, and upon such assignment being registered with the disbursing officer of the National Assembly, such officer shall issue warrants from time to time as the salary   or   death  compensation   falls   due,   directly   in favor of the  creditor banking institution.

3.    The Secretary  of the  National  Assembly shall receive  the   compensation   herein   fixed,   provisions   of any existing law to the contrary notwithstanding.

4.    Any part of the  appropriation for supplemen­ tary force may be expended for the payment of sala­ ries of employees  who  may serve  during any  period in the office of the Secretary and in the office of the Electoral  Commission  as  may be determined  by reso­ lution   of   the   same.

5.    A part of the item for other services not ex­ ceeding two thousand pesos may be spent for subsis­ tence   of   Members   and   officers   and   clerks   working overtime.

6.          The   appropriations   in   items   3   and   5   under Sundry Expenses  may   be  spent for  the   postage  and fees  of  official correspondence  and telegrams  of the Members   and for   supplies,   materials  and   equipment that may be officially used by them, the total amount not to exceed two hundred pesos per annum for each Member.

X. SPECIAL PROVISIONS 
1.          Any deficit in the appropriation for the purchase of furniture and equipment may be covered from any unexpended  balance of any   other  appropriation  pro­ vided in this Act.

2.          Any provision of existing law to the contrary notwithstanding, the unexpended balance of the funds appuopriated in Act No. 3431 may be used to cover deficits in  the  appropriations for the President  of the Philippines.

3. With the approval of the President, the Budget Commission may change the designation of any posi­tion authorized for the Budget Office in this Act, and consolidate two or more of said positions: PROVIDED, That the salary for each consolidated position shall not exceed five thousand pesos per annum: PROVIDED, FURTHER, That this authority shall only be in force until June 30,  1937.

BB. — PHILIPPINE ARM? PURPOSE

X. —SPECIAL PROVISIONS
1.          The charges for service rendered in connection with the landing and transportation of immigrants' bag­ gage from ships to the Customs office shall be fixed by the Insular Collector of Customs with the approval of the Secretary of Finance.

2.          Any saving of the appropriations for the Bureau of Internal Revenue for 1937 may be used for the pay­ ment during the said year of additional compensation of the Bureau of Internal Revenue who have demons­ trated proficiency in the examination of books of ac­ counts in  a language other than English,  Spanish  or Philippine  dialects for internal revenue tax purposes, of merchants  engaged in business in the Philippines: PROVIDED, That the granting of the said additional compensation  shall be made  by the  Secretary  of Fi­ nance  upon the  recommendation   of  the   Collector  of Internal Revenue.

3.          Subject to the approval of the Secretary of Fi­ nance, the Insular Collector of Customs may authorize the overseer and the janitor assigned in the detention station at Engineer Island to lodge free of charge in said station  while required to  live therein.

4.          In the appointment of the employees receiving salaries from items 118 to 123, inclusive, of the Bureau of Internal Revenue, preference shall be given to duly qualified natives, if any.

5.          A reimbursable fund which shall be known as "Bureau of Printing Revolving Fund" is hereby created for the operation and  maintenance  of the  Bureau  of Printing.    Upon the taking effect of this Act, all the assets and liabilities of the Bureau of Printing and the sum of P325.000. as working capital, which is hereby appropriated   out  of  the   accumulated surplus  of  the general fund, shall be transferred to this fund.    The working capital herein provided, together with all its future   accretions   from   the   operating  income   of the Bureau of Printing, shall be disbursed by the Director of Printing with the approval of the Secretary of Finance in accordance with a budget to be approved by the President for the operation and maintenance of said Bureau, including the purchase of the necessary equip­ment when authorized by the Secretary of Finance: PROVIDED, That, as soon as possible, after the close of each fiscal year, the Director of Printing shall render a detailed financial report of the operation of this fund during said year to the President of the Philippines and the National Assembly through the Secretary of Finance: PROVIDED, FURTHER, That any surplus fund which, in the opinion of the Budget Commission, is not necessary for the operation of said service shall revert to the general fund in the Philippine Treasury: AND PRO­VIDED, FINALLY, That all positions of personnel that are employed throughout the year shall be shown in detail  in the annual  Appropriation Acts.

6. With the approval of the Secretary of Finance, the National Loan and Investment Board may change the designation of any position authorized for the same in Commonwealth Act No. 7 and in this Act, and conso­lidate two or more of said positions: PROVIDED, That the salary for each consolidated position shall not exceed five thousand pesos per annum: PROVIDED, FURTHER, That this authority shall only be in force until  June 30,   1937.

X. —SPECIAL PROVISIONS
1. With the approval of the Secretary of Justice, any unexpended balances of the appropriations of the Department of Justice may be used to cover deficits in the special appropriations for postage stamps for the mailing of notices of land registration cases (item IV-2) and for publication of notices of land registration cases in the Official Gazette   (item IV-3).

2.          The item "consumption of supplies and mater­ ials" shall include clothing and shoes for prisoner mem­ bers of the Bilibid band and scouts, meals for prisoners, families of penal  colonists and  guards  of the Prison rendering not less than 12 hours service daily:    PRO­ VIDED, That the amount for subsistence shall not ex­ ceed the rates fixed in section 12 of this Act.

3.          The item "other services" shall include laundry for the employees, guards and foremen  and the  cost of materials used for laundry, as fixed by the Director of Prisons, with the approval of the Department Head, to be charged against them.

4.          A reimbursable fund, which shall be known as "Bureau   of   Prisons   —  Industrial   Division  Revolving Fund" is hereby created for the operation and  main­ tenance of the Bureau of Prisons — Industrial Division. Upon the taking effect of this Act, all the assets and liabilities of the Bureau of Prisons — Industrial Divi­ sion and the sum of P100,000, as working capital, which is hereby appropriated from the accumulated surplus of the general fund in the Philippine Treasury, shall be transferred to this fund.    The working capital here­ in provided, together with all its future accretions from the operating income of the Bureau of Prisons — In­ dustrial   Division,   shall be  disbursed  by the   Director of Prisons with the approval of the Secretary of Jus­ tice in  accordance with a budget to  be  approved  by the   President  for the   operation  and   maintenance  of said division, including the purchase of necessary equip­ ment in an amount not to exceed F50,000 when autho­ rized by the Secretary of Justice: PROVIDED, That, as soon  as possible,  after the  close of each  fiscal year, the Director of Prisons shall render a detailed finan­ cial report of the operation  of this fund during said year to the President of the Philippines and the Na­ tional   Assembly,   through   the   Secretary  of   Justice: PROVIDED, FURTHER, That any surplus fund, which, in the opinion of the Budget Commissioner, is not neces­ sary for the operation  of said service shall revert to the   general  fund   in   the   Philippine  Treasury;   AND PROVIDED, FINALLY, That all positions of personnel that are employed throughout the year shall be shown in detail in the annual Appropriation Acts.

X. —SPECIAL PROVISIONS
1.          Subject to the approval of the Secretary of Ag­ riculture and Commerce, the sum appropriated for the organization   of  scouting   parties  to   locate   and  fight locusts, as provided for in Act No. 3163, may likewise be expended by the Director of Plant Industry if deem­ ed necessary to carry  out the purposes of section 23 of Act No. 2472: PROVIDED, That in the employment of locust scouts preference shall be given to graduates of Agricultural High Schools and Colleges.

2.          Any unexpended balance of the appropriations made in this Act for the Bureau of Lands may be used for reimbursement  of the  cost of surveys  as required by section 92 (b)  of Act No. 2874.

3.          The   Secretary   of   Agriculture   and   Commerce may   authorize   the   officers   and   employees   of   any bureau  or office under the  Department to  lodge free of charge  in government  buildings  controlled   by  the Department: PROVIDED,  That this privilege shall be limited to the superintendents, officers and employees of the seed farms, nurseries, experimentation and pro­ pagation stations, stock farms, slaughterhouses, breed­ ing and quarantine stations, provincial land and forest offices and stations, Alabang laboratories and experi­ ment stations  whose   salaries  and wages  are  payable from  the appropriations  provided in  this  Act:   PROVIDED, FURTHER, That the officers and employees herein mentioned shall not be allowed to lodge in ren­ted buildings without requiring them to reimburse to the Government their corresponding reasonable share of the rent.

4. The Secretary of Agriculture and Commerce may authorize the expenditure of the appropriations under the items "contributions and gratuities" for the entertainment of foreign or local scientists and ag­riculturists visiting propagation stations, seed farms, nurseries, stock farms, slaughterhouses, breeding and quarantine stations of the Bureaus under the said De­partment.

X. —SPECIAL PROVISIONS
1.          Operators and enginemen of the Bureau of Posts whose compensations are appropriated in this Act and assigned to any radio station occupying a government owned building shall be entitled to quarters and light.

2.          The Director of Posts is authorized to purchase home savings boxes for sale to the public out of the unexpended balance of any appropriation for the Bu­ reau   of  Posts:   PROVIDED,   That  the  amount  to  be invested in such  purchase shall not exceed P8.000.00.

3.          With the approval of the proper Head of De­ partment,   any   unexpended   balances   not   exceeding P30.000 of the appropriations for the Bureau of Posts may   be  expended to   cover the   costs  of   plates  and printing of  postage  stamps  with  new   designs,  to  re­ place the regular postage stamps of all denominations.

4.          The  sums   appropriated  in   items   IV-10  to   15 shall be  released and distributed  in the  discretion of the  Secretary   of  Public   Works   and   Communications for the   purposes mentioned in  the respective   items.

5.          The Director of Posts is authorized to use any unexpended balance of the appropriation of the Bureau of Posts not more than PI0,000 for the prompt payment of claims arising from fraudulent encashment or wrong payment of money orders.

X. —SPECIAL PROVISIONS
1.          Subject to the approval of the Secretary of Pub­ lic Instruction,  part of the  sum  appropriated for the item   "traveling  expenses  of  personnel"  may be   used to  pay the passage  from their  place   of residence in the  Philippine  Islands   to   some   port   of  the   United States, of public school teachers suffering from mental aberration or physically incapacitated whose separation from the service is absolutely necessary.

2.    The  appropriation made  in item  "aid for the maintenance of elementary schools already established" shall be distributed among all the provinces and muni­ cipalities on the basis of population, and no part there­ of shall be expended for supplementary books.

3.          The appropriation made in "aid for gratuitous elementary instruction" shall be distributed among all the provinces on the following basis: Fifty per centum of the entire sum  shall be  distributed  in  accordance with the population, and the other fifty per centum in accordance .with the  average  daily attendance in the public  schools  of the provinces  during the month   of September of the preceding year.    The sum allotted to each province shall be distributed among its municipa­ lities on the same basis: PROVIDED, HOWEVER, That no  province   nor municipality   shall   receive  less  than seventy-five per centum of what it received during the year  1928:  PROVIDED,  FURTHER, That no  part of this amount shall be used for the salaries of teachers in the training department of normal schools: PROVI­ DED, FURTHER, That from this fund there shall first be  deducted   the   sum   of  P247.500   to   be  distributed by the Director of Education, with the approval of the Secretary of Public  Instruction, using the  same  basis of distribution as that given in Act No. 3347, the dif­ ference of P22,500 between this sum and the sum ap­ propriated by said Act to be distributed in accordance with the provisions of section 1, paragraph (d), there­of: PROVIDED, FURTHER, That from this fund there shall also be deducted the sum of P525,0G0 which shall be distributed by the Director of Education, with the approval of the Secretary of Public Instruction, to be used only for the maintenance of classes in the barrio schools, opened by virtue of the appropriation for 1929 for this purpose: PROVIDED, FURTHER, That any balance remaining from this sum not needed for the maintenance of such classes may be used for the estab­lishment of additional classes in the barrio schools; but no portion of the said sum shall be expended to increase the salaries of teachers who are at present in the public school service: PROVIDED, FURTHER, That any provision of existing law to the contrary notwithstanding, no unexpended balance of the amounts appropriated from this fund for salaries of teach­ers shall be transferred to the credit of the "Teachers' Pension and Disability Fund," nor any saving obtained from regular appropriations of the Bureau of Educa­tion for the salary of a teacher whose position be­came vacant on account of his having been appointed to another position of teacher the salary of which is paid from this fund: AND PROVIDED, FINALLY, That no municipality shall receive aid from this fund, for the establishment of new classes in the barrio schools, unless the same appropriates from its own funds for school purposes, at least an amount equal to that appropriated by it in the previous year; except when, due to the effects of a typhoon or any other public calamity, the revenues of a municipality de­crease, in which case such municipality shall only be re­quired to appropriate from its general fund the same percentage of the total collections accruing to said funds as that of the previous year as determined by the   Auditor  General.

4.          Municipalities and municipal districts receiving aid   from   the   National   Government   for  the   mainte­ nance   of their schools,   shall  have the salaries  of  all teachers  and   other employees   paid   from  the   school fund reduced at least in the amount as prescribed in section 6 of this Act, the reduction to be based on the highest basic pay received during 1932 or 1933, the pro­ visions of Act No. 3359 to the contrary notwithstanding.

5.          Any   provision   of   law   or executive   order   to the contrary notwithstanding, whatever amount is derived from matriculation fees in municipalities and provinces receiving aid from any appropriation provided in this Act for the maintenance of their schools shall accrue to the school funds of the municipality or province concerned and shall be appropriated by the munici­pal council and the provincial board, respectively, pri­marily for library books and periodicals and for ath­letic purposes: PROVIDED, That in the expenditure of this fund articles of local manufacture shall be pre­ferred.

6.         To prevent the closing of any elementary school or class for lack of funds in any municipality receiving aid  from any  appropriation provided  in  this Act for the maintenance of its schools, the Secretary of Public Instruction  may   order  the   holding   of   double   single- session in the elementary grades, or authorize the em­ ployment   of   teachers   with   salaries   lower   than   the minimum prescribed by existing law: PROVIDED, That for the purpose of accommodating all pupils of school age, in one single class the number of pupils may be raised   to  fifty:   PROVIDED,   FURTHER,   That   were the   double  single-session   is  not  adopted  the   number of pupils for each class may be raised to sixty.

7.         Any  provision  of existing law  to the contrary notwithstanding, no unexpended balance of the appro­ priations herein  made for salaries and wages  or any portion  thereof  shall be transferred  to  the   credit of the   Teacher's  Pension   and  Disability  Fund,   Act   No. 3050.

8.         In cases of emergency, the item for "traveling expenses of personnel" for the Bureau of Health shall include expenses of local officers and employees spe­ cifically approved and payable from the fund by the Director  of Health   and  the Secretary  of Public Ins­ truction.

9.         The item for "consumption of supplies and ma­ terials" for the Bureau   of  Health shall  include  first uniforms for newly appointed sanitary inspectors; uni­ forms for minor employees of hospitals and the Culion Leper Colony; and aid to poor provinces in the form of medicines  for the  treatment  of yaws  and   extract  of tiki-tiki   for   the   treatment   of  beriberi:   PROVIDED, That when  the  University   of  the   Philippines  is  not able to furnish the Bureau of Health with the toxins, serums, vaccines and tiki-tiki it needs, the  same may be purchased in open market payable from the appro­priation for consumption of supplies and materials.

10.          The item for "contributions and gratuities" for the Bureau  of Health shall include allowances to its employees or their families in case such employees die or are disabled by diseases contracted or injuries re­ ceived in line  of  duty.

11.          The item for "other services" for the Bureau of Health   shall  include expenses for educational   ex­ hibits;   occasional  health   campaigns;   participation   in the  Exposition  of  1937;   practical training school for sanitary   inspectors;   and   payment   of   not   exceeding five centavos (P0.05) for each mouse or rat, presented to the Bureau of Health by any person not an emplo­ yee of the said Bureau, caught in connection with the campaign  for the extermination  of mice  and rats in the City of Manila.

12.          The   appropriation   for  the   operation  of  the Maternity and Children's Hospital and training of mid- wives in the City of Manila shall include expenses for graduation  of  midwives  and   diplomas not to exceed P200.

13.          The appropriation for "other services" for the Philippine General Hospital shall include refreshments, music and other expenses in connection with the Hos­ pital Day celebration in the amount not to exceed P200.

14.          The resident physicians of the Philippine Gen­ eral Hospital whose salaries are paid from the appro­ priation   provided  in  this  Act   designated  by the   Di­ rector of the Hospital  to attend to pay  patients and whose fees for medical services collected by the Hos­ pital amount to a sum in excess of the salary and laun­ dry  allowances assigned  to them by  law, may,  upon recommendation  of the   Director  of the   Hospital, ap­ proved by the Department Head, in  addition to their salary   and   laundry   allowance,   be   paid   twenty  per centum of the amount of such fees collected in excess of the said salary and laundry allowance, any provision of existing law to the contrary notwithstanding.

15.          A sufficient number of beds shall be reserved at all times in the free wards of the Philippine General Hospital,  the expenses for which  are paid from  the appropriations provided  in this  Act, to take  care of emergency   cases  and the   maximum   capacity   of  the Philippine General Hospital to admit free patients shall not be reduced to meet any forced savings.

16. Officers and employees whose salaries are paid from the appropriation provided in this Act and de­tailed for duty requiring residence in an institution un­der the supervision of the Director of Public Welfare shall be furnished with subsistence and quarters in kind.

X. —SPECIAL PROVISIONS
1. The appropriation and contribution herein pro­vided for the University of the Philippines shall be subject to the following additional conditions and special provisions:

(a)      Employees of the National Government render­ ing service as  instructors at the School  of Sanitation for nurses and other instructors  or lecturers teaching outside   of their respective  regular  office  hours, may receive additional pay at the rate to be fixed by the University authorities.

(b)      Any provision of existing law to the contrary notwithstanding, the salary of the President of the Uni­ versity of the Philippines shall not exceed P12,000 per annum;  and the salaries  of the faculty and teaching staff, as well as the executive and administrative offi­ cers and employees, of the University of the Philippines shall be subject to the reductions prescribed in section 6  hereof: PROVIDED,   HOWEVER,   That  no  member of the faculty and teaching staff, officer or employee of the University shall  receive  a  salary  greater than that received in 1933, except when promoted to a higher position: PROVIDED, FURTHER, That when the needs of the University so require, the services of professors from the  United  States  or foreign   countries  may  be contracted at salaries not exceeding P9,000 per annum each.

(c)      Students of  the  College  of Agriculture,  Uni­ versity  of the Philippines,  shall be  exempt from the payment of any matriculation or tuition fees.

(d)      No portion of any fund of the University of the Philippines, including the income from matricula­ tion and other fees, shall be used to pay the expenses of entertaining visitors in the University of the Philip­ pines except what may be necessary for the entertain­ ment of visiting educators from abroad in an amount not to exceed Fl,000.

(e)      The  University   of  the Philippines  may  send new pensionados abroad as follows: two to specialize in aeronautical engineering, two in mining, one in cera­ mics, one in fisheries, one in tannery, one in cellulose industries,  three   in  agriculture, one in medicine,   and one in hygiene and public health.

(f)       All income from the sales of tiki-tiki extract, serum and vaccine and from the chemical and biologi­ cal analysis of foods and drugs in connection with the operation of the College of Pharmacy and the School of Hygiene and Public Health of the University of the Philippines shall accrue to the unappropriated general fund in the Philippine Treasury, and shall not be made available for expenditure, except by a subsequent legis­ lative enactment, any provision of existing law to the contrary notwithstanding.

(g)      The President of the University of the Philip­ pines may authorize the officers and employees of the University to lodge free of charge in government build­ ings situated at the Alabang Station and controlled by the   University   of the  Philippines: PROVIDED,   That this privilege shall be limited to the officers and em­ ployees of the College of Pharmacy and the School of Hygiene   and   Public   Health   engaged   in the  analysis and inspection of foods and drugs, and in the manufac­ ture of vaccine, sera, etc., at Alabang laboratories and experiment stations whose salaries and wages are pay­ able  from   the   appropriations   provided   in   this   Act: PROVIDED, FURTHER, That the officers and employees herein  mentioned   shall   not   be   allowed   to   lodge   in rented  buildings without requiring them to reimburse to the government their corresponding reasonable share of the rent.

GENERAL PROVISIONS
SEC. 3. Allotment of appropriations;—The appro­priations for sundry expenses, furniture and equipment, and special appropriations for the bureaus and offices under the direct control of the President and for the Executive Departments shall be allotted, respectively, by the President and the proper Head of Department among the bureaus and offices under their respective control as the needs of the service may require.


SEC.  4. Unexpended balance of salaries and wages.

—Any provision of existing law to the contrary notwith­standing, any unexpended balance of the appropriations herein made for salaries and wages of a bureau or office may, subject to the approval of the Department Head concerned, be used to cover any deficit in the appropriations for sundry expenses, furniture and equip­ment, and special appropriations, of any bureau or of­fice   in the  same   Department.

SEC. 5. Lower salary shall prevail.— When the amount appropriated herein for salary of any position is larger than that fixed in any special Act fixing the salary of the same, the latter salary shall prevail.

SEC. 6. Reduction of salaries, wages and allow­ances.—The salaries, wages and allowances of all offi­cers and employees payable from any lump sum appro­priation authorized in this Act shall be reduced accord­ing to the following schedule, the reduction to be based upon the rates of salaries, wages and allowances prior to the reduction prescribed in the Memorandum Order of the Governor-General, dated April 8, 1932:

More than P1,200 a year, more than P100 a month, or more than P4 a day  ....................    15%

Pl,200 a year, P100 a month, or P4 a day, or less, but more than P360 a year, P30 a month, or the basic minimum daijy wage fixed by the President  ..............    10%

PROVIDED, That the officer or employee whose fixed salary is P360 a year, P30 a month, or the basic mini­mum daily wage fixed by the President or less shall suffer no reduction: PROVIDED. FURTHER, That the officer or employee whose fixed salary has been reduced by 15% shall not receive less than Pl,800 a year, P90 a month, or P3.60 a day, and the officer or employee whose fixed salary has been reduced by 10% shall not receive less than P360 a year, P30 a month, or the basic minimum daily wage fixed by the President: AND PROVIDED, FURTHER, That this provision shall not apply to the salaries of teachers payable from appro­priations provided in this Act and contracted prior to January 1, 1933, by virtue of the provisions of section 697 of the Revised Administrative Code.

SEC. 7. Use of lump-sum appropriations for salaries

and wages.—Hereafter, any provision  of existing law to   the   contrary  notwithstanding,  whenever lump-sum appropriations provided under the general headings "I. — Salaries and Wages" and "IV.—Special Appropria--tions" in this Act are used for the payment of salaries and  wages, such  appropriations shall be limited only to the employment of the laborers paid by the month, by the  day or by the hour and  of emergency employees j otiier than laborers: PROVIDED, That said emergency! employees shall in no case be paid a salary in excess, of P36 a month, nor shall their employment continue for   more   than   six  months: PROVIDED,   FURTHER,. That these  limitations  shall  not be  applicable to the National Assembly, to the Bureau of Health, to crafts­men,  helpers, and other employees of the  Bureau  of Printing, to justices of the peace, to officers and em­ployees of the Bureau of Public Works whose salaries' and wages are payable from appropriations for projects authorized in this Act, to officers and employees of the' Quarantine Service, but said emergency employees shall not be granted promotion in salary from the date of the approval  of this Act.

SEC. 8. Compensation of persons receiving life pen­sion.— A person receiving life pension, annuity or gra­tuity from the Government of the Philippines or any subdivision thereof, who is reappointed to any position, the appropriation for the salary of which is provided in this Act, or a person receiving life pension', annuity or gratuity from any fund to which the National Govern­ment contributes with an appropriation provided in this Act who is reappointed to any position in any province,' municipality or any subdivision of the Government of the Philippines, shall have the option to receive either the pay or compensation for the position, or the pension, gratuity, or annuity; but in no case shall he receive: both.

SEC. 9. Employment of temporary ship's officer or member of crew.—Whenever a ship's officer or mem­ber of the crew whose salary is payable from any appro­priation provided in this Act, is absent on leave without pay, the temporary substitute who may be employed in his place may receive compensation from the appro­priation corresponding to the position of the absent ship's officer or member of the crew.

.SEC. 10. Limitation of rate of compensation.— No officer or employee whose salary, not being fixed by law, or not otherwise provided herein, is paid from any appro­priation provided in this Act shall receive a compensa­tion of more than twelve pesos daily or more than three hundred pesos per month.

SEC. 11. Voluntary service.— No person shall be employed or appointed in the Government service under the guise of voluntary service without compensation but with privilege of reimbursement of traveling expenses and per diems payable from any appropriation herein provided, in the absence of specific position therefor or specific legislation authorizing the creation of such posi­tion.

SEC. 12. Schedule of per diems for officers and em­ployees of the National Government.—Based on the net salaries hereunder prescribed, per diems or actual expenses for subsistence and lodging of officers and employees of the National Government, when traveling on official business, may be allowed only in accordance with the following schedule, any provision of existing law to the contrary notwithstanding:

(a)      Officers and employees receiving a salary of P2,040 or less per annum, a per diem of not to exceed P2.

(b)      Those receiving more than P2.040 but not ex­ ceeding P5,100 per annum, a per diem of not to exceed P3.

(c)      Those receiving more than F5,100 per annum and  United  States   Army   and   Navy  officers   detailed without salary to the National Government, a per diem of P4.

(d)      Those  whose  rates  of compensation are  not stated on a yearly basis may be allowed the amount of per diems authorized for officers and employees receiv­ ing an equivalent pay on a yearly basis.

SEC. 13. Allowance for subsistence.— The provi­sions of this Act or any other existing law to the con­trary notwithstanding, no officer or employee of the National Government shall be given subsistence charge­able against the appropriation herein provided, except the following:

(a) Marine officers, engineers and crew of the government vessels, launches, and motor boats, who shall take their  meals  in the  mess  on  board  the  vessels, launches, or motorboats when on duty during meal time;

(b)      Lightkeepers who shall be furnished raw food materials;

(c)      Those officials and employees who have been granted subsistence heretofore, at the discretion of the Department Head concerned, when required to render continuous service and covering meal time  at not to exceed one-third subsistence for every meal time, allow­ ing full subsistence when  required to  live within the premises   of   hospitals,   prisons,   Philippine  Army  bar­ racks training schools, leper institutions or similar insti­ tutions to make their services available at any and all time: PROVIDED, That said subsistence shall be fur­ nished in kind, requiring those entitled thereto to take their meals  in the mess provided therefor and main­ tained at the  expense  of the  Government  and  under no  condition shall the same be commuted or paid in cash  or given in raw foodstuffs, except as  otherwise provided in this section in the case of lightkeepers, and except further that commutation of subsistence may be granted   to   enlisted   men   of the  Philippine Army   as provided  in the  Army regulations,  and the following officers and employees heretofore allowed such commu­ tation at rates not exceeding one-half of the correspond­ ing per diems prescribed in section 12 hereof:

(1)      District nurses of the Bureau of Health and nurse-social workers of the Bureau of Public Welfare in Manila not assigned to any particular institution;

(2)      Officers and employees in leper institutions;

(3)      The   Director and Assistant   Director  of Pri­ sons, physicians, pharmacists, dentists, sanitary inspec­ tors, attendants and nurses of the Bureau of Prisons;

(4)      Officials  and employees of the  Insular Psy­ chopathic Hospital and Welfareville; and

(5)      Employees of the Bureau of Quarantine Serv­ ice at thirty-six centavos daily.

SEC. 14. Allowance for use of private automobiles. — Notwithstanding the provisions of section 561 of the Administrative Code, no officer or employee of the Na­tional Government shall be paid any allowance^ directly or indirectly for the use of his own automobile on of­ficial business, payable from any appropriation pro­vided in this Act.

SEC. 15. Availability of appropriations for rental of buildings and grounds.— The appropriation author­ized in this Act for the rental of buildings and grounds for the different Executive Departments and the various bureaus and offices under their respective supervision and control shall be available only for the rental of buildings and grounds authorized by the De­partment Head concerned, during the year 1937.

SEC. 16. Application of appropriations.— No ap­propriation for "consumption of supplies and materials" authorized in this Act shall be used for the construction of new buildings, except buildings of light materials in emergency cases: PROVIDED, HOWEVER,. That in all purchases of products, materials and supplies pre­ference shall be given to local and United States manu­factures, materials and products, and only in case of a difference of fifteen per centum or more in the cost of the local or United States over the foreign imported products, materials or supplies, or in case such products, materials or supplies made in the Philippines or United States are not available, shall it be lawful to make purchases with these funds of non-Philippine or non-United States products, materials or supplies.

SEC. 17. Purchase of automobiles.—Unless other­wise specifically authorized herein, no appropriation made in this Act shall be used for the purchase of au­tomobile or auto jitney, or station wagon, the provi­sion of any existing law to the contrary notwithstand­ing, nor fund appropriated in this Act for traveling ex­penses or any other purposes shall be available to purchase any automobile, auto jitney or station wagon, by the method of paying for it in installments under the guise of rentals of automobile in excess of the rate provided in existing contract for automobile hire entered into under section 568 of the Administrative Code, as amended.

SEC. 18. Economy in the use of supplies and mater­ials. — Supplies and materials including equipment purchased from any appropriation authorized in this Act shall be used exclusively for the necessary and actual requirements of any official or employee in the perform­ance of his official duties. In the case of gasoline and other fuel supplies and lubricating oil for use of government automobiles, other motor vehicles, vessels and watercrafts, a detailed report shall be submitted monthly to the General Auditing Office by the of­ficial or employee responsible for the operation there­of, showing the official trips made, places visited, dis­tance traveled, time consumed, list of passengers, quan­tities of gasoline, fuel supplies and oil received, quan­tities on hand, and such other data as may be neces­sary for the proper determination of the quantities of supplies actually and necessarily consumed in connec­tion with the performance of official duties. The Au­ditor General shall prescribe such supplementary rules and regulations as may be necessary for the effective enforcement of this provision.

SEC.  19.  Manufacture   of   tiki-tiki,   vaccines,  sera, etc---- Any   provision  of existing  law  to the  contrary notwithstanding, whenever the appropriations for the College of Pharmacy and the School of Hygiene and Public Health of the University of the Philippines be­come insufficient, any appropriation authorized herein for the Bureau of Health and the Bureau of Public Welfare may be used for the manufacture of tiki-tiki, vaccines, sera, and other biological products in the Col­lege of Pharmacy and the School of Hygiene and Public Health of the University of the Philippines.

SEC. 20. Pensionados— Any provision of existing law to the contrary notwithstanding, no institution or office receiving financial aid from any appropriation contained in this Act shall send any new pensionado abroad unless specifically authorized in this Act.

SEC. 21. Reduction of Appropriations. — Nothing contained in this Act shall be construed as limiting the power of the President to reduce the expenditures chargeable to appropriations authorized in this Act for the Executive Departments and their respective bureaus, offices and dependencies whenever in his opinion the pub­lic interest so requires: PROVIDED, HOWEVER, That in case of reduction of salaries, such reduction shall be general, and based on the rates of salaries authorized in this Act, and the percentage pf reduction shall be uniform for similar rates of salaries.

SEC. 22. This Act shall take effect on January first, nineteen hundred and thirty-seven unless otherwise stated.
