[ LETTER OF INSTRUCTION NO. 749, October 16, 1978 ]

In view of certain doubts raised as to the purpose and intent of Presidential Decree No. 623 dated December 26, 1974, it is hereby clarified that the decree did not abolish the Governing Board of the Philippine Coconut Authority (PCA) as originally constituted but merely reorganized it by including in its composition the required management and financial expertise.  It was not the intention to paralyze the conduct of PCA's business and operations by rendering it without a Governing Board in the interim period, from the effectivity of said Presidential Decree No. 623 on December 26, 1974, until the formal organization on February 26, 1975, of the Board, as reconstituted under said Presidential Decree No. 623.
