[ LETTER OF INSTRUCTIONS NO. 629, November 22, 1977 ]

SUSPENDING TEMPORARILY THE RECRUITMENT OF PROFESSIONAL CULINARIANS FOR OVERSEAS EMPLOYMENT

TO: THE SECRETARY
Department of Labor

WHEREAS, there exists an impending serious problem that will greatly affect the Hotel and Restaurant Industry caused by the departure of trained culinarians seeking overseas employment;

WHEREAS, verified report submitted to the Department of Tourism showed that an alarming number of these professional culinarians have already left the country;

WHEREAS, the same report indicates that many more of these experts are intending to leave the country and ultimately an exodus of culinary personnel will follow, to the detriment of the hotel industry;

WHEREAS, there is a need to prevent a situation where there will be an acute shortage of culinary experts resulting in the inferior quality of food preparation and thereby affect adversely all efforts exerted to promote tourism in this country;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines do hereby order and direct the Secretary of Labor to suspend in the meantime the recruitment of professional culinarians for overseas employment.

This Letter of Instructions shall take effect immediately.,

Done in the City of Manila, this 22nd day of November, in the year of Our Lord, nineteen hundred and seventy-seven.
