[ LETTER OF INSTRUCTIONS NO. 591, September 02, 1977 ]

In line with the government's objective of achieving energy self-reliance through intensive search and development of indigenous resources, it is imperative that all areas in the country containing uranium, thorium and other radioactive elements be explored and developed.  To give impetus to this effort and to heighten the Importance find necessity of finding radioactive minerals, the Philippine National Oil Company and the Philippine Atomic Energy Commission have been undertaking the acquisition the vital equipment and have recommended the purchase of one complete automated computerized neutron activation/delayed neutron counting system to ensure a rapid and accurate analysis of uranium and other chemical elements.

In order to finance the purchase of the above-described equipment, it is hereby directed that the amount of Seven Hundred Thousand Pesos (P700.000) be set aside and immediately released to the Philippine National Oil Company out of the special fund created under Section 7 (j) of Republic Act 6173, as amended.

The Philippine National Oil Company is directed to utilize said sum and earnings therefrom in connection with the purchase of said equipment for installation at the research reactor of the Philippine Atomic Energy Commission which shall have custodial responsibility over the same.

The Philippine National Oil Company is also directed to submit to the President of the Philippines not later than the end of this year a report accounting for the disbursement and utilization of the foregoing funds.

Done in the City of Manila, this 2nd day of September, in the year of Our Lord, nineteen hundred and seventy-seven.
