[ LETTER OF INSTRUCTION NO. 504, February 02, 1977 ]

In order to ensure the proper consideration of all relevant factors in the planning and implementation of major infrastructure projects supportive of the socio-economic development goals of the nation, it is necessary to coordinate the design and development of the Manila-Bataan Coastal Road Project with the national policies on economic growth and environmental quality,

In order to accomplish this national commitment, and in my capacity as the Commander-in-Chief of all the Armed Forces of the Philippines, you are hereby directed:
  1. To organize into an Inter-Agency Committee, with the Human Settlements Commission as chairman and coordinating agency, with the Department of Public Highways as co-chairman, to evaluate the design and monitor the implementation of the Manila-Bataan Coastal Road Project.
  2. To prepare the terms of reference for the feasibility study of the said Project, incorporating the various sectoral consideration relative to the area of responsibility of each of the member agency.
  3. To subsequently evaluate the above-mentioned feasibility study, recommend the action to be taken thereon, and monitor the implementation of the Manila-Bataan Coastal Road Project.
Done in the City of Manila, this 2nd day of February, in the year of Our Lord, nineteen hundred and seventy-seven.
