[ LETTER OF INSTRUCTIONS NO. 464, September 23, 1976 ]

Bureau of Mines
Manila

In connection with the proposed government project of providing low-cost housing to the people utilizing sulphur as raw material and in order to be assured of adequate and ready supply of elemental or native sulphur, all areas containing sulphur deposits in the country are closed to mining location.

Pending study of all possible sources of said mineral, the following guidelines are to be followed:

  (1)
The processing of all existing claims for elemental or native sulphur are hereby suspended.
  (2)
All holders of mining lenses and permits covering elemental or native sulphur may be allowed to operate, provided that they supply the raw material requirement of the low-cost housing project when required, at ceiling prices to be fixed by the proper government authority, or may enter into operating contract with a government agency or entity which shall operate the mine in consideration of royalties to be fixed by the government or agreed upon by both parties.
  (3)
When warranted, the government may take over the operation of the mine under terms and conditions to be determined by the government.
