[ LETTER OF INSTRUCTIONS NO. 465, September 28, 1976 ]

To achieve greater efficiency in the sugar industry and assure realistic policy determination vital to the rationalization of the same industry, the Government considers it necessary to adopt ways and means to effect utmost synchronization of farm and mill operations.  It is essential, therefore, that accurate information on total hectarage planted to sugarcane and crop estimates of sugar production be obtained by means of well-developed mapping of individual sugarcane farms.

You are therefore directed as follows:
  1. The Sugar Quota Administration shall require all planters' and millers' associations to submit to the Philippine Sugar Institute not later than September, 1977 parcellary plans of individual farms of sugarcane planters planted to sugarcane starting Crop Year 1978-1979, which plans shall be updated annually thereafter.
  2. The Philippine Sugar Institute shall act as the depository of   all the parcellary plans submitted pursuant to this Letter of Instructions and conduct, when necessary, verification of these plans.
  3. The Central Bank of the Philippines shall issue a directive of all banking institutions to make the submission of parcellary plans a requisite for the purpose of granting crop loans to the  sugarcane  planters  starting Crop Year 1978—1979.
These instructions  shall  be effective immediately. Done in the City of Manila, this 28th day of September in the year of Our Lord, nineteen hundred and seventy-six.
