[ LETTER OF INSTRUCTIONS NO. 316, September 23, 1975 ]

TO: ALL DEPARTMENT AND AGENCY HEADS THE CHAIRMAN AND MEMBERS CIVIL SERVICE COMMISSION

WHEREAS, one of the major complaints of our people against the public service arises from delays caused by too much red tape in the conduct of government business;

WHEREAS, government department, agency and office heads are aware of the existence of these evil practice in government;

WHEREAS, however, these officials have not taken any serious action nor measures to eliminate these nefarious practices in government;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order all department, agency and office heads to adopt measures that will eliminate red tape in the government.

The Civil Service Commission shall monitor such measures and actions and shall submit to me a report on the matter.

DONE in the City of Manila, this 23rd day of September, in the year of Our Lord, nineteen hundred and seventy-five.
