[ LETTER OF INSTRUCTION NO. 318, September 23, 1975 ]

TO:
The Chairman, Civil Service Commission The Secretary of Education and Culture The President, Development Academy of the Philippines

WHEREAS, the Constitution provides that the Civil Service Commission shall establish a career service and adopt measures to promote morale, efficiency and integrity in the Civil Service;

WHEREAS, I have decreed and giving of awards to deserving public servants as incentives to efficiency and integrity in the public service;

WHEREAS, it is my desire to broaden the scope of this program as a means to further encourage employee creativity, innovativeness, efficiency and integrity;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order the Chairman, Civil Service Commission, the Secretary of Education and Culture, the President, Development Academy of the Philippines, to constitute themselves into a Committee to work out the program of awards as herein envisioned.

The Committee shall determine the awards to be given and the policies, standards, rules and regulations that will govern the granting of these awards.

It is empowered to call upon the assistance of any officer or employee and any office or agency of the government to assist it in its work.

The Committee shall submit to me the program within ninety (90) days from issuance of this Letter of Instructions for my approval.

DONE in the City of Manila, this 23rd day of September, in the year of Our Lord, nineteen hundred and seventy-five.
