[ LETTER OF INSTRUCTIONS NO. 232, December 05, 1974 ]

  The Commissioner
Budget Commission

In connection with the abolition of the Bureau of Standards for Mass Media, I hereby order—
  1. The payment of gratuities to BSMM employees at a rate equivalent to one month salary for every year of continuous satisfactory service rendered but not exceeding twelve months on the basis of the highest salary received; Provided, that if said employees are entitled to gratuity or pension under any retirement law, they shall select any gratuity or pension or the gratuity herein provided;
  2. The creation of a committee to handle the liquidation of the BSMM to be composed of a representative of the Secretary, the Financial and Management Service chief, the Administrative Service chief, and such other accountable officers of the said Bureau whom the Secretary may designate; and,
  3. The transfer of all property, equipment, and unexpended appropriation of the BSMM to the Department of Public Information.
For purposes of this liquidation, all personnel are directed to continue reporting to their respective positions until the 31st of December, 1974 with salary taken from the unexpended appropriation of the BSMM.

All expenses provided herein shall first be taken from the unexpended balance of the said Bureau's appropriation.
