[ LETTER OF INSTRUCTIONS NO. 227-A, November 19, 1974 ]

TO: The Chairman,
Special Committee on Travel

WHEREAS, it is for reasons of security as well as the program of the Government to conserve its dollar earnings that the Government was constrained to impose restriction for travel abroad of Filipino national;

WHEREAS, the security situation all over the country as well as the country's foreign exchange earnings have now considerably improved.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a liberalization of the existing government policy on travel and hereby order that all Filipino nationals desiring to travel abroad for a legitimate purpose shall be allowed to leave the country after complying with the rules and regulations promulgated by the Central Bank of the Philippines affecting such travel.

The Special Committee on Travel shall promulgate rules and regulations to implement this policy.

Done in the City of Manila, this 19th day of November, in the year of Our Lord, nineteen hundred and seventy-four.
