[ LETTER OF INSTRUCTION NO. 191, June 03, 1974 ]

TO: The Secretary of Labor
The Presiding Judge, Court of
Industrial Relations

In order to effect the orderly abolition of the Court of Industrial Relations and the National Labor Relations Commission under Presidential Decree No. 21, you are hereby instructed to observe, implement or undertake the following measures;
  1. The Court of Industrial Relations shall desist from accepting new cases as of the date of this issuance.
  2. The Court of Industrial Relations shall transfer all pending cases filed after October 14, 1972, to the Bureau of Labor Relations for appropriate action.
  3. The Court of Industrial Relations through the Presiding Judge in consultation with the Secretary of Labor shall designate three of its qualified personnel to fill the three vacant salas of the Court of Industrial Relations to hear and decide cases within the transition period provided for in the Labor Code.  The designated Judges shall receive the salary and other emoluments currently enjoyed by a regular CIR Judge chargeable against the appropriation of the Court cf Industrial Relations.
Such designations shall automatically lapse on October 31, 1974.
  1. The Secretary of Labor is authorized to effect the necessary transfer or detail of the personnel of the Court of Industrial Relations to the National Labor Relations Commission as the need arises.
  2. The Secretary of Labor is authorized to take such other measures as necessary to effect the smooth transfer of all unexpended funds, properties, equipment, and records of the Court of Industrial Relations to the National Labor Relations Commission under the Labor Code.
Done in the City of Manila, this 3rd day of June, in the year of Our Lord, nineteen hundred and seventy-four.
