[ LETTER OF INSTRUCTION NO. 136, October 11, 1973 ]

TO:
The Members of the Cabinet,
Heads of Other Government
Agencies and Offices

WHEREAS, we are now all engaged in the great task of building a New Society;

WHEREAS, in this effort, it is necessary that our people fully understand the reasons for the proclamation of martial law, our concept of the New Society as well as all the programs of reforms being undertaken to bring about this political, social and economic order; and

WHEREAS, to make our efforts truly effective and meaningful, it is important that the people in government, themselves, are thoroughly informed of the reasons for the proclamation of martial law, and informed and committed to the New Society and our programs under it;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, do hereby direct all members of the Cabinet, heads of other government agencies and offices, to undertake information seminars in their own departments or offices on the reasons for the proclamation of martial law, our concept of the New Society, our programs of reforms under it, and other related subject matters.

Done in the City of Manila, this 11th day of October, in the year of Our Lord, nineteen hundred and seventy-three.
