[ LETTER OF INSTRUCTIONS NO. 113, August 11, 1973 ]

In view of the present unstable market situation for rice and corn and other prime commodities like sugar and coconut oil as a result of the precarious balance between available supply and demand for these commodities, it has now become necessary that the distribution of these consumer commodities to the people be effectively carried out,  monitored, and if necessary, be controlled.

The above considered, you hereby constituted into an Executive Committee to take over the control and coordination of all government agencies and its instrumentalities in coordination with the private sector, in order to promote and ensure the more rapid and efficient flow of rice, corn and other prime consumer commodities from the point of production up to the point of immediate distribution to the final consumers.

To attain the above goal, the Secretary of National Defense is hereby designated as Chairman and the Executive Secretary an Vice Chairman for this Committee. A Secretariat composed of representatives from the above-named agencies shall be organized and a National Prime Commodities Operations Center established at the Headquarters Philippine Constabulary, at Camp Crame, Quezon City.

For the purposes of this Committee and in order for the paramount objectives to be allowed, all provisions of the various laws, decrees, executive orders, administrative orders and letters of instructions are hereby suspended for the duration of the emergency. This instruction shall continue to be enforced until after the crucial situation shall have been stabilized and normalized.

Done in the City of Manila, this 11th day of August nineteen hundred and seventy-three.
