[ LETTER OF INSTRUCTION NO. 94, June 27, 1973 ]

TO: The Secretary of Foreign Affairs
Manila.

In view of the findings the many Filipinos residing abroad have failed to avail of the benefits of the tax amnesty under Presidential Decree No. 23, as amended by Presidential Decrees Nos. 67, 174 and 201, respectively, and 157, the Bureau of internal Revenue is sending a team of Revenue Officials to conduct a tax information campaign relative thereto including the new features of The National Internal Revenue Code, as amended by Presidential Decree No. 59, affecting Filipinos residing in Hawaii, United States, Canada and Europe.  For the purpose of insuring an effective tax information campaign, you are directed to:
  1. Inform our embassies and consulates in the above-named countries of the forthcoming visit of the BIR Team starting from Honolulu during the last week of June, 1973.  The Bureau of Internal Revenue will furnish you with the itinerary of said Team.
  2. Instruct the Chiefs.of Missions of our embassies and consulate officials to prepare plans on how the Team can contact as many Filipino residents as possible within the tine allotted by the Bureau of Internal Revenue in a particular place. The embassy and consular officials should give wide advance publicity of the BIR tax information campaign and should provide the necessary forum, formal or informal, or the dissemination and discussion of the said Presidential Decrees through proper representations with Filipino groups, associations, clubs or employers of Filipino citizens in their respective areas.
  3. To direct all consular officials concerned to coordinate and to exert utmost efforts in giviing full assistance, including clerical services, to the BIR Team in order to insure the success of their mission.
