[ LETTER OF INSTRUCTIONS NO. 72, May 08, 1973 ]

  1. You are hereby directed to submit to me as soon as possible a complete reorganization plan covering the GSIS. Such a reorganization plan should aim at the following principal objectives: (a) to increase the operating efficiency of all GSIS officials and employees; (b) to increase the efficiency and productivity of the individual operating units and of the organization as a whole; (c) to improve personnel discipline and responsiveness to the spirit and ideal of the New Society; (d) to limit or reduce administrative expenses.

  2. Pending the submission of this reorganization plan and in aid thereof, you are hereby directed to require the resignation of all officials of the System occupying the positions from assistant chief of division up to assistant general manager, together with those occupying the positions of equivalent rank. You are also directed to enforce the implementation of Letter of Instructions No. 14-A and Presidential Decree No. 6. Should any official or employee fail or refuse to resign as required herein, he shall be summarily dismissed or his services outright terminated without the necessity of filing formal charges. Your acceptance of a resignation as herein directed will not imply disciplinary action nor automatically cause a forfeiture of retirement and other benefits under existing laws, rules and regulations, but dismissal or separation on account of failure to submit his resignation shall cause forfeiture of all benefits.

  3. Submit to me a periodic report on your implementation of this Letter of Instruction.
