[ LETTER OF INSTRUCTIONS NO. 93, June 25, 1973 ]

TO:
The Secretary of National Defense

In order to prevent the unnecessary destruction of roads by careless uses arising from non-observance of the load capacities of public roads and bridges, you are hereby ordered to stop the movement of all freight trucks and other vehicles carrying logs and other cargo on public highways, roads and bridges, including the Pan-Philippine Highway, in excess of ten (10) tons.

In imposing penalties to violators of these Instructions, you shall be guided by the following:

1)    For First Violations: — You will stop all freight trucks and other vehicles caught violating the load capacity limitation set in these Instructions, and compel them to comply, suspending their movement until they have complied therewith;

2)    For Second Violations: — You will detain the vehicle and the cargo of freight trucks or other vehicles caught for the second time violating these Instructions;

3)    For Third Violations: — You shall detain or order the detention of two persons, the President or the General Manager of the corporation that owns or operates the freight trucks or other vehicles;

These persons shall be detained until otherwise ordered by the Secretary of National Defense.
