[ LETTER OF INSTRUCTIONS NO. 473, October 13, 1976 ]

The Presidential Committee for the National Government Center
The Secretary of Public Works, Transportation and Communications
The Secretary of Public Highways
The Commissioner of the Budget
The General Manager of the Metropolitan Waterworks and Sewerage System
The General Manager of the National Power Corporation

It is desired that the National Government Center Project be immediately implemented based on the development plans drawn up by the Presidential Inter-Agency Committee for the project. The project shall be developed in two sites, namely, the Reclamation Area and the Constitution Hill in Quezon City. Priority in the construction shall be given to the buildings of the Batasang Bayan, the Department of Education and Culture, and the Civil Service Commission.

For this purpose, in addition to this Presidential Committee, there is hereby created a National Government Center-Project Implementation Office (NGC-PIO) to be attached to the DPWTC and composed of the Undersecretary of the DPWTC as Project Manager, and the Regional Directors of the DPH Region IV and the DPWTC Region  IV-A, the General Manager of the MWSS, the General Manager of the NPC, the Executive Secretary of Metropolitan Manila Commission, and the Chief, of the Architecture Division, BPW as members. The NGC-PIO shall be responsible for the execution of the project based on the development plan and guidelines approved by the Presidential Inter-Agency Committee. It shall supervise and review the preparation of detailed architectural and engineering plans, specifications, and cost estimates and be responsible for construction management.

The Presidential Inter-Agency Committee is hereby authorized to hire consultants, as necessary, for the preparation of the detailed plans and for construction supervision. The Committee is further empowered to prescribe guidelines and standards for the detailed design so as to achieve unity and harmony in the development and to exploit possible economies thru standardization.

The DPWTC is hereby directed to start negotiation or expropriation proceedings, as necessary, to acquire the land needed for the project.

The Budget Commission shall made available the funds required for the first phase (1977) of the project, including the buildings of the three offices mentioned above.
