[ LETTER OF INSTRUCTIONS NO. 961, November 22, 1979 ]

In the  implementation of LOI 399 dated 28 April 1976, cresting the National Action Committee on Anti-Hijacking (NACAH), the Aviation Security Command (AVSECOM) is responsible for the protection of the airline industry to ensure their continued and uninterrupted operations.   It shall maintain peace and order within airport complexes and secure all airports against offensive and terroristic acts that threaten civil aviation.

In the discharge of its responsibilities,  the AVSECOM shall not in any manner interfere or involve itself in the management of the airport,  the enforcement and/or supervision of customs, immigration, and quarantine activities but  shall confine itself to its  primary responsibility of security.

The AVSECOM  shall withdraw from tho MIA Terminal Building, however, it shall maintain Reaction units in alert stations which should be  available to respond to all emergencies within  the  shortest possible time.   It shall endeavor to minimize the unnecessary display of firearms  and exposure of uniformed Personnel to the public except  technicians operating security devices to monitor  incoming and outgoing passenger and cargo.

It  is  also  hereby directed that all law enforcement, intelligence, customs, immigration and quarantine personnel not in the  actual performance of their duties shall not be allowed in  the arrival and departure areas.

Done in the City of Manila, this 22nd day of November, nineteen hundred and  seventy-nine.
