[ LETTER OF INSTRUCTIONS NO. 963, November 26, 1979 ]

WHEREAS, the Ministry of Energy, in the performance of its functions as the  Government's primary agency in the formulation and implementation of the country's energy resource  development program, is in need of adequate  space/site for the  offices  and facilities of its different bureaus;

WHEREAS, the Philippine National Oil Company, in the discharge of its functions as the agency charged with fostering conditions relative to oil or petroleum operations and the exploitation of other energy resources conclusive to a balanced and sustainable growth  of  the  economy likewise needs  space/site for the offices of  the Energy Companies which it has sired for this purpose;

WHEREAS, the Bureau of Energy Development of the Ministry of Energy and  the PNOC Exploration Corporation and PNOC Energy Development  Corporation at present  already have offices at the Philippine National  Petroleum Center  (PNPC) Compound at the Fort Bonifacio Military Reservation;

NOW, THEREFORE, in the  interest  of the continued effective discharge of the concerned bureaus/affiliates of the foregoing agencies, the Ministry of Defense  is hereby directed:
  1. To  allocate, allot and/or  allow unto the Ministry of Energy for its use and occupancy and that of its bureaus and/or offices the hereinbelow described parcel of land situated at the Fort Bonifacio Military Reservation with an area of Eighteen Thousand Nine Hundred and Fifty-Seven (18,957) square meters, to wit:
    "A parcel of land situated within the Fort Bonifacio Reservation, Rizal.  Bounded on the N & E by open spaces on the S by area claimed by Philippine National Oil Company and on the W by Merritt Road, Beginning at a point marked "1" being N 64 deg 52'E, 6338.20 m. from BLLM #1, Maricaban, Pasay City;

    thence S. 65 deg 05' W.,  147.91 m. to point 2;
    thence N. 89 deg 08' W.,   14.55 m. to point 3;
    thence N. 41 deg 35' W.,   15.16 m. to point 4;
    thence N. 26 deg 08' E.,    24.95 m. to point 5;
    thence N. 28 deg 13' E.,    34.99 m. to point 6;
    thence N. 06 deg 37' E.,    44.93 m. to point 7;
    thence N. 02 deg 36' E.,    50.35 m. to point 8;
    thence N. 76 deg 57' E.,    39.96 m. to point 9;
    thence N. 74 deg 44' E,     85.64 m. to point  10;
    thence S. 02 deg 37' E.,   121.50 m. to point 11;
    thence S. 62 deg 03' E.,      6.32 m.  to the point

    of  beginning, containing an approximate area  of eighteen thousand nine hundred fifty-seven (18,957) square meters be as it  is hereby allocated for  the  use  and occupancy of the Ministry of Energy."
  2. To allocate, and/or otherwise allow unto the Philippine National Oil  Company for its use and occupancy and that of the affiliates  the hereinbelow described parcel of land situated at the Fort  Bonifacio Military Reservation with an area of Twenty-One  Thousand Three Hundred Forty-Five  (21,345)  square meters, to wit:
    A parcel of land situated within the Fort Bonifacio Reservation, Rizal,  Bounded on the N. by area claimed by bureau of Energy Development;  and on the E & S and W by open  spaces.  Beginning at a point marked "1", ' being  N 64  deg. 57' E, 6338.67 m. from BLLM #1, Maricaban, Pasay City;

    thence  S. 03  deg 17' W.,  215.46 m.  to point 2;
    thence N. 69  deg 03' W.,  129.46 m.  to point 3;
    thence N. 24  deg 59' E.,     50.91 m.  to point 4;
    thence N. 58  deg 12' W.,    43.37 m.  to point 5;
    thence N. 19  deg 42' E.,     32.89 m.  to point 6;
    thence N. 04  deg 29' E.,     11.12 m.  to point 7;
    thence N. 63  deg 05' E.,    147.91 m.  to point 8:
    thence S. 27  deg 39' E.,      10.39 m.  to the point

    of  beginning; containing an  approximate area  of Twenty-One Thousand Three hundred Forty-Five (21,345  square meters be as it is hereby allocated for the use  and occupancy of the Philippine National Oil Company."
  3. The Ministry of Energy and the Philippine National Oil Company shall respectively have full control over, as well as the administration, management and responsibility for development of, the respective areas mentioned above including the construction or establishment of such improvements as they respectively determine.
This Letter of Instructions shall take effect immediately.
