TO:	ALL CONCERNED

WHEREAS,  the response of overseas Filipinos to the Balikbayan program continues to be  enthusiastic;  for the past six years they have constituted the second largest group of tourist  arrivals;

WHEREAS, overseas Filipino communities, either directly or through Philippine diplomatic missions, continue to appeal for the extension of  the program so that community members can visit the homeland and personally observe the achievements of the New Society;

WHEREAS, the Balikbayan program continues to develop among the second and third generation of overseas Filipinos pride in their historical and cultural heritage;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby extend the Balikbayan program to overseas Filipinos who are now citizens or permanent residents of other lands, and their families and descendants,  to another period beginning 1 March 1980 to 28 February 1981 featuring the same incentives and benefits provided by Letter oi Instructions No. 210 issued on 20 August 1974.
