[ LETTER OF INSTRUCTIONS NO. 1033, May 30, 1980 ]

All Concerned

To achieve a balanced agro-industrial development of our countryside, with the intention of dispersing industries and bringing opportunities for employment closer to the greater number of our people, in addition to the existing Bataan, Baguio City and Mactan Export Processing Zones, I, hereby direct that new export processing zones/industrial estates be created and developed in:
  1. Northern Luzon
  2. La Union Province
  3. Clark Field Area (Sacobia Human Settlements)
  4. Infanta-Real (Outlet of Manila to the Pacific)
  5. Batangas Province
  6. Cavite (opposite the Filoil Refinery)
  7. Bicol Region
  8. Iloilo City
  9. Bacolod City
  10. Tacloban Gity
  11. Davao City
  12. Zamboanga City
The specific location of each zone shall be submitted to me for prior approval.

These zones should be developed within the next 5 years.

The Budget Minister is hereby directed to provide the necessary funds for development according to a program to be submitted by the Expoert Processing Zone Authority.

The Development Bank of the Philippines and other government financial institutions shall provide financing for factory buildings and other facilities and infrastructures required.

The National Power Corporation, the Local Water Utilities Authority, the Ministry of Public Highways, the Philippine Ports Authority, and all other government agencies concerned, are hereby directed to provide the necessary infrastructure facilities of power, water, roads, ports and other infrastructures as may be required by the above-mentioned export processing zones/industrial estates and to provide for the cost of funding such infrastructures in the budget of each respective agency.

Done in the City of Lapu-Lapu, this 30th day of May, in the year of Our Lord, nineteen hundred and eighty.
