[ LETTER OF INSTRUCTION NO. 1078, November 03, 1980 ]

The Minister, Ministry of Transportation and Communications
The Commissioner, National Telecommunications Commission
And All Government agencies Concerned

WHEREAS, it is the declared policy of the government to accelerate the energy development program;

WHEREAS, the government, in its effort to accelerate the energy development, has empowered the Philippine National Oil Company to improve its capability to handle efficiently its operations throughout the country;

WHEREAS, the Philippine National Oil Company, pursuant to its nationwide operations, is authorized to establish and maintain its  own communications network for its own use  for purposes of providing reliable and efficient integrated communication facilities in a timely and orderly fashion, to serve all its far-flung installations throughout the country;

WHEREAS, it  is necessary,among others, to integrate its communications facilities for purposes of increasing its operational efficiency;

NOW, THEREFORE, I, FERDINAND E. MARCOS,  President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution do hereby direct the Ministry of Transportation and Communications,  the Commissioner of the National Telecommunications, and all government agencies  concerned to provide and allocate to the Philippine National Oil Company (PNOC) the necessary microwave frequencies and assist  in concluding the necessary interconnect agreements to expedite the integration of the PNOC communication facilities.

This Letter of Instruction shall take effect immediately.

Done in the City Manila, Metro Manila, Philippines, this 3rd day of November, in the year of Our Lord, nineteen hundred and eighty.
