[ LETTER OF INSTRUCTIONS NO. 1083, November 19, 1980 ]

TO:
All Heads of Ministries, Bureaus, Offices, and Other
Instrumentalities of the Government, Including
Local Governments and Government—Owned or Controlled
Corporations

WHEREAS, Batas Pambansa Blg. 72 has provided for the taking of an integrated census every ten years beginning in the year 1980;

WHEREAS, pursuant to the  aforecited law, the National Economic and Development Authority (NEDA) has Submitted the preliminary results of the population census of the Philippines by municipality/city/province as conducted by the National Census and Statistics Office;

WHEREAS, under Batas Pambansa Blg. 72, the final report of the population census is to be made before the end of 1980;

WHEREAS, there is a current great demand of the population count from all sectors including the public.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, hereby direct and order as follows:
  1. Pending  the  submission of the final report of the population at  the barangay level, the preliminary results of the census population of the Philippines by municipality/city/province, as submitted by the NEDA is hereby approved for official use by all agencies and instrumentalities of the government, including local governments and government-owned or controlled corporations, in their planning and/or appraisal of development activities relating to population and its distribution as of May 1, 1980 and other population-related matters.

  2. This Letter of Instructions shall take effect immediately.
Done in the City of Manila, this 19th day of November, the year of Our Lord, Nineteen Hundred and Eighty.
