[ LETTER OF INSTRUCTIONS NO. 1120, April 21, 1981 ]

PREPARATION OF PHILIPPINE HUMAN RESOURCE DEVELOPMENT PROGRAM IN RESPONSE TO THE OFFER OF JAPANESE PRIME MINISTER ZENKO SUZUKI

WHEREAS, during his recent state visit in the member nations of ASEAN Prime Minister Zenko Suzuki announced government is offering US$100 million to finance establishment and operation of human resource development centers and programs in each ASEAN nation;

WHEREAS, as a follow-through on this offer, delegations from ASEAN countries met with the Japanese panel in Tokyo from March 31 to April 4, 1981 to concertize the terms of reference for the preparation, of such human resource development programs by the ASEAN member states:

WHEREAS, as a result of this meeting there is now a need for the Philippine government to develop such a program which can be presented and discussed during the forthooming ASEAN Standing Committee meeting on 6 May 1931 in Manila so that the same could be coordinated with similar proposals from the other ASEAN members;

WHEREAS, The above-listed Ministries and offices of the national government can provide valuable inputs to the preparation the national program;

WHEREAS, to assist the Philippine delegation that was sent the Japan Ministry of Human Settlements' Pamantasan ng Bagong Lipunan (University of Life) prepared a working paper which could be the starting point for the preparation of the national program enriched by inputs from the other concerned agencies;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order and instruct the above--named agencies to immediately constitute a technical panel that will prepare the Philippine national human resource development center program for my approval prior to submission to the ASEAN Standing Committee during its meeting on 6 May 1981.

The Ministries of Human Settlements, through the Pamantasan ng Bagong Lipunan (University of Life) and Foreign Affairs are hereby designated as co-chairmen of the inter-agency working group.

The working group may solicit or secure inputs from other institutions and agencies in both the public and private sectors in order to produce a truly meaningful, workable and suitable program proposal.

The Pamantasan ng Bagong Lipunan is hereby instructed to provide the secretarial and technical support for the working group, including working space within the UL complex.
