[ LETTER OF INSTRUCTIONS NO. 1142, May 25, 1981 ]

EXPANDING THE FUNCTIONS AND POWERS OF THE NATIONAL POST-HARVEST INSTITUTE FOR RESEARCH AND EXTENSION TO INCLUDE OTHER BASIC FOOD COMMODITIES IN ITS RESEARCH AND EXTENSION OPERATIONS AND FOR OTHER PURPOSES.

WHEREAS, the National Post-Harvest Institute for Research and Extension (NAPHIRE) has been established by Presidential Decree No. 1380 as the Research, and Extension Arm of the National Food Authority for Post-Harvest Technology;

WHEREAS, Presidential Decree No. 1770 has been enacted for the purpose of reconstituting the National Grains Authority to the National Food Authority and broadening its powers and functions to cover the basic food commodities;

WHEREAS, there is a need to likewise expand the powers and functions of NAPHIRE in order to make the Institute responsive and effective in relation to the added functions and responsibilities of the national Food Authority.

NOW, THEREFORE, I, FERDINAND E. MARCOS, by virtue of the powers vested in me by the Constitution, do hereby order and direct:
  1. That the functions and powers, of NAPHIRE in addition to those provided fox under Presidential Decree No. 1380, shall be the following:

    1. To conduct basic and applied researches on Post-producting technology concerning the food industry as defined in Presidential Decree No. 1770 and in its implementing rules and regulations to include technical, economic and extension aspects.

    2. To initiate the development, function and manufacture of basic equipment and machineries and such other auxiliaries and accessories in support of the growth of the food industry.

    3. To package and disseminate post-production technologies and other related research findings in the food industry.

  2. That the Minister oi the Budget shall immediately release to NAPHIRE the sum of Ten Million Pesos (P10 M) provided for under Presidential Decree No. 1380 and Letter of Implementation No. 123, and every year thereafter, the amount of Five Million Pesos (P5,000,000.00) shall be appropriated from the general fund for NAPHIRE.

  3. That all Ministries and government institutions concerned shall adopt such measures as say be necessary and appropriate to implement and achieve the objectives of this Letter of Instructions.

  4. All provisions of orders and Letters of Instructions inconsistent with this Executive Order are hereby repealed and/or modified accordingly.
These instructions SHALL TAKE EFFECT IMMEDIATELY.
