[ LETTER OF INSTRUCTIONS NO. 1146, May 25, 1981 ]

TRANSFERRING DIRECT CONTROL AND SUPERVISION OF THE PHILIPPINE FISH MARKETING AUTHORITY FROM THE MINISTRY OF NATURAL RESOURCES TO THE NATIONAL FOOD AUTHORITY, RECONSTITUTING THE MEMBERSHIP OF ITS BOARD, AND FOR OTHER PURPOSES.

All Concerned

WHEREAS, food is a basic need of man and the government is committed to ensure continuous and adequate supply at reasonable prices to the Filipino people;

WHEREAS, Fish being a staple food and a major source of protein of the Filipino people, Presidential Decree No. 977 created the Philippine Fish Marketing Authority to promote the Development of the Fishing Industry and to improve efficiency in the handling, preserving, marketing and distribution of fish and fishery/aquatic products through the establishment and operation of fish markets and the efficient operation of fishing ports, harbors and other marketing facilities;

WHEREAS, pursuant to Presidential Decree No. 1770, the National Grains Authority was reconstituted as the National Food Authority, broadening and expanding its functions and powers to encompass all other basic food commodities including fish aside from grains and cereals;

WHEREAS, the National Food Activity and the Food Terminal, incorporated have instituted a vigorous and effective procurement and distribution system of basic food commodities including fish through their joint Kadiwa Program;

WHEREAS, in order to enhance the promotion and development of the Fishing; Industry, it is imperative to establish a closer linkage between Philippine Fish Marketing Authority and National Food Authority.

NOW, THEREFORE, I, FERDINAND E. MARCOS, by virtue of the powers vested in me by the Constitution, and in order to attain the aforementioned objectives, do hereby order and direct that:
  1. Direct control and supervision of the Philippine Fish Marketing Authority be transferred from the Ministry of Natural Resources to the National Food Authority.

  2. The Board of Directors of the Philippine Fish Marketing Authority shall be reconstituted to be composed of the following:

    The Minister of Human Settlements
    The Administrator, National Food Authority
    The Minister of Economic Planning
    The Minister of Natural Resources
    The Minister of Industry
    The Minister of Trade
    The Minister of Public Works
    The Governor, Central Bank of the Philippines
    The Chairman, Development Bank of the Philippines
    The President, Land Bank of the Philippines
    The President, Philippine National Bank

    The Chairman shall be the Minister of Human Settlements and the Vice-Chairman shall be the administrator of the National Food Authority.  In the absence of the Chairman, the Vice-Chairman shall act as the acting Chairman.

    If for any reason, a member of the Board is unable to attend a meeting, He shall be represented therein by the next ranking official or officer of the Office or Agency he represents.

  3. The Board shall undertake a study for the re-structuring of the operational, organizational and financial framework of the Philippine Fish Marketing Authority.
All Acts, Orders, Letters of Instructions and Proclamations or parts thereof, inconsistent with the provisions of this Letter of Instructions are hereby repealed, amended and/or modified accordingly.

These instructions shall take effect immediately.
