[ LETTER OF INSTRUCTION NO. 1191, January 25, 1982 ]

The University of the Philippines (U.P.) System signed on September 18, 1981 a Memorandum of Understanding with the Federal Republic of Germany for the purpose of strengthening the geology curriculum of the U.P. Under the Agreement, the German Government will provide laboratory equipment and make available German Scientists and experts to carry out formal training programs on both graduate and undergraduate levels.  In turn, the U.P. is committed to provide, among others, a building and laboratory to house these equipment as well as to encourage a conducive learning atmosphere for future geologists, geophysicists and mining engineers.

In order to improve local manpower training capability in the geosciences thereby enhancing and strengthening the country's scientific and technological base, it is imperative that assistance be given to the U.P. in the construction of a building and laboratory for its Department of Geology.

You are, therefore, directed to set aside for immediate release out of the Special Fund created under Section 8 of Presidential Decree No. 910, as amended by Presidential Decree Nos. 1206 and 1573, the amount of FIFTEEN MILLION PESOS (P15,000,000.00).

The President, University of the Philippines System, is hereby directed to utilize the said sum to finance the construction of a building and laboratory for the U.P. Department of Geology.

Finally, the President, University of the Philippines System, is directed to submit to the President of the Philippines an accounting of all disbursements of the foregoing amount.

Done in the City of Manila, this 25th days of January, nineteen hundred and eighty two.
