[ LETTER OF INSTRUCTIONS NO. 1259, July 28, 1982 ]

TO:
The Minister of the Budget

Pursuit to my instructions contained in Letter of Instructions No. 719 directing the Minister of Natural Resources to operationalize the Blue Revolution Program of the Ministry of Natural Resources and Letter of Instructions No. 868 granting the release of Ten Million Pesos to the Biyayang Dagat Fisheries Loan and Guarantee Fund, I hereby issue the following additional directives as a means of providing additional support to municipal fishermen, and in lieu of the fuel subsidy they requested:
  1. In order to sustain the objectives of the program, the Minister of the Budget is hereby directed to immediately allocate  from national budgetary appropriations the amount of One Hundred Million (P100,000,000.00) Pesos as additional funds for the Biyayang Dagat Program;

  2. The additional fund will be used to intensify the Biyayang Dagat Program through more extensive credit facilities for fish productions and marketing  activities of municipal fisherman;

  3. The Additional One Hundred Million (P100,000.000.00) Pesos shall be released to the Fishery Industry Development Council for the said Biyayang Dagat Fisheries Loan and Guarantee Fund;

  4. To further implement the Government's program in the development of idle and undeveloped fishery resources, the use of KKK funds is hereby authorized  for loans to fishermen qualified under the Biyayang Dagat Program.
Letters of Instruction, Executive Orders, Memoranda, Circulars, Rules and Regulations, or parts thereof inconsistent with this Letter of Instructions are hereby revoked or modified accordingly.

This Letter of Instructions shall take effect immediately.

Done in the City of Manila, this 28th day of July, in the year of Our Lord, nineteen hundred and eighty-two.
