[ LETTER OF INSTRUCTIONS NO. 1241, May 08, 1982 ]

All heads of ministries, bureaus, offices, agencies and instrumentalities of the government including government owned or controlled corporations and political subdivisions.

I have noticed that in an increasing number of instances red tapes has caused delays in the implementation of some of my orders.

To curb this tendency to encrust even matters of high priority or national importance with bureaucratic habits or a lackadaisical attitude, it is hereby directed that whenever an order of the President is in writing, it shall be implemented at once and with the fullest regard for the precedence that it deserves.  Should there be any doubt about the authenticity of the written order, the official concerned should put in a telephone call to verify from me or my Presidential Executive Assistant the genuine character of the document.

Henceforth every office shall keep a journal in which receipt of an order of the President is promptly recorded, indicating the subsequent actions taken to implement the order and the date every such action is taken.  In every instance, a report on the receipt of and compliance with the order shall be submitted to the Office of the President.

Done in the City of Manila, this 8th day of May, in the year of Our Lord, nineteen hundred and eighty-two.
