[ LETTER OF INSTRUCTIONS NO. 1247, June 08, 1982 ]

DIRECTING THE REFORESTATION OF BARE PUBLIC LANDS AND SAND DUNES FROM LAOAG AIRPORT TO FORT ILOCANDIA HOTEL IN LAOAG CITY

The Director, Bureau of Plant Industry
The General Manager, Philippine Tourism Authority

WHEREAS, Presidential Decree No. 1704 was issued to bolster the development of parcels of land located at Balacad, Laoag City for tourism development purposes;

WHEREAS, several tracts of public land between Laoag Airport and Fort Ilocandia Hotel are bare and bereft of vegetation to provide shade, hold the sand, and attract tourists and visitors to the place;

WHEREAS, there is a need for the immediate reforestation of the said lands from the Airport to the Hotel, and the area around the Hotel to provide shade, hold the sand dunes and generally beautify the area;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of  the rowers vested in me by the Constitution, do hereby order and direct:
  1. The Bureau of Forest Development shall reforest and plant appropriate trees, shrubs and other plants on bare public lands along the highway and shoreline between Laoag Airport and Fort Ilocandia Hotel.

  2. The Bureau of Plant Industry shall provide fruit-bearing and non fruit-bearing tree seedlings for planting and render technical assistance to the Philippine Tourism Authority on the grassing and greening of said dunes and hare area along the said strip, and on the  area transferred to PTA pursuant to P.D. 1704.

  3. The Philippine Tourism Authority shall provide the picket fencer, around trees planted and be responsible for their maintenance and survival.
This Letter of Instructions shall take effect immediately.

DONE in the City of Manila, this 8th day of June, in the year of Our Lord, nineteen hundred and eighty-two.
