TO:	The Prime Minister Chairman of the Executive Committee

One of the more heavy responsibilities of the Batasang Pambansa and the political leadership is the reorganization of government.  At the start of the New Society, we established regional offices for the various ministries with the agreement that the ministers would delegate authority to the regional directors so that decisions can be arrived at the regional level.

At the same time, it was agreed that some of the bureaus, would be given authority to operate separately in order that they may function with more efficiency especially those that are specialized and have to do with specific projects that the Office of the President has assigned to them and in which the President is interested to a point where he himself has participated in the initiation, in their funding and in their continued support.

It is noted, however, that many of the ministries have failed to appreciate the meaning of regionalization and the delegation of power to the regional directors as well as to the Bureau directors taking over the functions of bureau directors and converting bureau directors into staff support offices.  This has resulted in the loss of efficiency and in the failure or delay of some of the projects.

I now direct that studies be made as to how we can remedy the situation and rectify the errors committed and determine which ministries should now transfer or delegate authority to the regional offices or bureaus and/or whether it.is time to restudy or revise our approach to regionalization and discard it completely or partly.

Until this decision is arrived at by the Executive Committee and the Cabinet, we will always be in limbo as to the proper reorganization of the government.

I, therefore, urge immediate action on these more important policy matters.
