[ LETTER OF INSTRUCTIONS No. 1393, March 26, 1984 ]

The Deputy Minister
MINISTRY OP PUBLIC WORKS AND HIGHWAYS
THE GENERAL MANAGER
METROPOLITAN WATERWORKS & SEWERAGE

WHEREAS, the Metropolitan Waterworks and Sewerage System (MWSS) is the government agency principally charged with the function of detecting, storing, apportioning and delivering our water resources to the general public;

WHEREAS, the functions performed by the Metropolitan Waterworks and Sewerage System particularly its infrastructure projects are closely intertwined with the scope of operations of the Ministry of Public Works and Highways ;

WHEREAS, the functions performed by the Metropolitan nization and collaboration between the two offices, the President has designated the Deputy Minister of Public Works and Highways as the Acting General Manager of the MWSS;

WHEREAS, there is a need to institutionalize the synchronization of function and operations of the two offices;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, do hereby issue these instructions:
  1. The Deputy Minister of Public Works and Highways shall have and exercise control and supervision over the administration, management and operations of the MWSS and perform such other functions as may pertain to the office of General Manager of the MWSS.

  2. In addition to his functions as General Manager of the MWSS, the  Deputy Minister of Public Works and Highways shall  also  supervise and take charge of such projects as may be assigned to him by the President or the Metro Manila Governor;

  3. The Deputy Minister of Public  Works and  Highways is hereby authorized to adopt and issue such rules and regulations for the effective implementation of this Letter of Instructions.

  4. This Letter of Instructions shall take effect immediately.
Done in the City of Manila, this 26th day of March, in the year of Our Lord, nineteen hundred and eighty-four.
