[ LETTER OF INSTRUCTIONS NO. 249, January 31, 1975 ]

Philippine National Oil Company

The persistence of the present economic difficulties in the international and domestic scenes necessitates the continuation of all possible assistance to deserving industries so as to minimize the debilitating effects of current adverse events. Industrial fuel oil being a critical input to Philippine industry should therefore be made more accessible at reduced prices to economically distressed and strategic industries.

You are therefore directed as follows:
  1. The Philippine National Oil Company (PNOC) through its marketing affiliate Petrophil, shall continue the program of special price support in industrial fuel oil which expired on December 31, 1974 for the three-month period January 1 – March 31, 1975 with the same terms as embodied in Letter of Instructions No. 216.

  2. The following specific industries shall likewise be included in the extended program:

    Basic Metals

    (1) processors of iron ore, copper ore, pig iron, primary steel, nickel and gold refineries

    Chemical-Based

    (1) drug manufacturers
    (2) chemical gypsum
    (3) peroxide
    (4) glass manufacturers
    (5) gas utilities

    Food Processing

    (1)    vegetable oil millers
    (2)    processors of meat, vegetable and fish
    (3)    livestock and fish
    (4)    feed millers

    Agri-Based Industries

    (1)    manufacturers of agricultural implements
    (2)    irrigation pump users
    (3)    fertilizer manufacturers
    (4)    grain millers

  3. The National Economic and Development Authority in consultation with the Philippine National Oil Company shall continue to monitor and review the program including the possibility of extending and modifying it to fit current developments.
DONE in the City of Manila, this 31st day of January, in the year of Our Lord, Nineteen Hundred and Seventy-Five.
