In order to provide the personnel of the Armed Forces of the Philippines particularly the troops assigned in combat areas adequate clothing on time and at the norm advantageous terms to the Government, you are hereby authorized to procure through negotiation as an exception to Executive Order No. 144, series of 1965, any suitable clothing materials in sufficient quantity to meet the clothing requirements of the personnel of the Armed Forces of the Philippines, directly from any local textile manufacturer which you ma deem appropriate as supplier of the Armed Forces of the Philippines.
DONE in the City of Manila, this 1st day of August, in the year of Our Lord, Nineteen Hundred and Seventy-Five.
