[ LETTER OF INSTRUCTIONS NO. 359, January 08, 1976 ]

The Chief, Philippine Constabulary
The Commanding Generals, All Major Services
The Presidential Assistant on National Minorities
The Secretary of Local Government and Community Development

My office has been informed that certain parties are representing themselves as having been authorized by former Executive Secretary Alejandro Melchor to act for and on behalf of my Office and the government and move in and around the site of the proposed Chico Dam 4 covering the municipalities of Pasil, Tinglayan, Tabuk and Lubuagan in the province of Kalinga-Apayao. These persons are reported to include aliens and Filipinos who have been acting on conflicts arising out of plans drawn up by the government for the development of the area.

You are hereby put on notice that only one agency has been authorized by me to operate within the area. This is the office of the Presidential Assistant on National Minorities, under Secretary Manuel Elizalde, Jr. Any authority which may have been extended to others, if in fact extended as claimed, is hereby cancelled.

All support, aid and facilities are to be extended to the PANAMIN under Secretary Elizalde for the proper and expeditious attainment of the objectives I have assigned to it.

You shall arrest or cause the arrest of any individual who takes any action within the area or in relation to it under pretense of having authority from me.
