TO:	The Secretary, Department of Education and Culture The Secretary, Department of National Defense The Secretary, Department of Local Government and Community Development All Heads of State Colleges and Universities

In order to give further and more sustained encouragement to Kabataang Barangay organizations and its officers and members in the performance of their functions, duties and responsibilities as mandated under Letter of Instructions No. 373 dated February 15, 1976, you are hereby directed to immediately implement the following additional orders and instructions:

1. The Department of Education and Culture and all State Colleges and Universities shall give special examination to Kabataang Barangay officers and members who missed or were unable to take their examinations due to their attendance or participation in legitimate Kabataang Barangay activities.
   
   
2. The Department of National Defense shall give special summer courses on Reserve Officers Training Course (ROTC), Women's Auxiliary Training Course (WATC), and Citizen's Army Training (CAT) to Kabataang Barangay Officers and members who were unable to attend ROTC, WATC and CAT during the regular semestral training courses also because of Kabataang Barangay activities.
   
   
3. The Department of Local Government and Community Development shall give or issue the necessary certification to Kabataang Barangay officers and members for attendance or participation in Kabataang Barangay activities in order that they will be entitled to or can avail the privileges granted herein.

Strict compliance herewith is enjoined.
