[ LETTER OF INSTRUCTIONS NO. 1284, January 30, 1983 ]

AUTHORIZING THE RELEASE OF FUNDS FROM THE SOCIAL SECURITY SYSTEM (SSS) AND THE GOVERNMENT SERVICE INSURANCE SYSTEM (GSIS) IN THE AMOUNT OF P26,838,300.00 FROM THE GOVERNMENT INSURANCE FUND FOR THE CONSTRUCTION OF THE TRADE UNION CONGRESS OF THE PHILIPPINES (TUCP) BUILDING

WHEREAS, it is the commitment of the government to ensure the continuous growth and development of free trade unions equipped with adequate facilities necessary for their advancement;

WHEREAS, in the pursuit of national development, industrial peace and social justice, the Trade Union Congress of the Philippines had been playing, and continuous to play an important role; and

WHEREAS, the application of the Trade Union Congress of the Philippines for financing to construct its own building to house its national headquarters, consisting of offices and facilities for such activities as cooperatives and credit unions to serve the needs of its more than one million (1,000,000) members, having previously approved by the Social Security System on a joint financial scheme of the Government Service Insurance System per my Letter of Instructions No. 1237 dated May 1, 1982 in the amount of TWENTY SIX MILLION EIGHT HUNDRED THIRTY EIGHT THOUSAND THREE HUNDRED PESOS (P26,838,300.00);

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby direct the Administrator of the Social Security System (SSS) and the General Manager of the Government Service Insurance System (GSIS) to immediate release the aforementioned amount for the immediate construction of the TUCP Building pursuant to the terms and conditions embodied in the approved loan for the TUCP.

DONE in the City of Manila, this 30th day of January, in the year of Our Lord, Nineteen Hundred and Eighty-Three.
