EXCHANGE OF NOTES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNITED STATES OF AMERICA CONCERNING THE TRANSFER OF EQUIPMENT AND FACILITIES AT THE UNITED STATES NAVAL STATION, SANGLEY POINT

Manila, September 13 and October 14, 1971.

Excellency:

I have the honor to refer to the notes of His Excellency the Secretary of Foreign Affairs No. CPR - 2 dated June 5, 1971 and No. 71 - 1726 dated June 18, 1971 and to the American Ambassador's note No. 367 dated June 30, 1971, relating to the relinquishment of Sangley Point Naval Station to the Government of the Republic of the Philippines. As Your Excellency is aware, United States and Philippine panels have been meeting since January of this year to discuss the modalities and arrangements for the relinquishment of Sangley and, more recently, the availability of various items of United States military equipment requested in the Secretary's notes.

These panels have now completed their discussions, and I am pleased to inform Your Excellency that the United States Government is agreeable to the transfer to the Philippine Government of the equipment and facilities listed in Annex A1 to this note.

If the foregoing and the attached Annex are acceptable to your Government, I have the honor to propose that this note and the Annex and Your Excellency's reply thereto indicating such acceptance shall constitute an agreement between our two Governments which entered into force on September 1, 1971.

Sir:

With reference to your note No. 545 dated 13 September 1971 concerning the relinquishment of Sangley Point Naval Station, I have the honor to inform you that the Philippine Government accepts the tranfer of the equipment and facilities listed in Annex A of said note.

Accordingly, your note and this reply shall constitute an agreement be-tween our two Governments effective on 1 September 1971.

Accept, Sir, the assurances of my high consideration.
