AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNITED NATIONS DEPARTMENT OF ECONOMIC AND SOCIAL AFFAIRS/THE UNITED NATIONS CHILDREN'S FUND CONCERNING THE FIRST ADDENDUM TO THE PLAN OF OPERATIONS FOR COMMUNITY SERVICES PROJECT

THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES, hereinafter referred to as "THE GOVERNMENT," the UNITED NATIONS DEPARTMENT OF ECONOMIC AND SOCIAL AFFAIRS, hereinafter referred to as "UNDESA," and the UNITED NATIONS CHILDREN'S FUND hereinafter referred to as "UNICEF.'

HAVE AGREED to the following First Addendum (o the Plan of Opera-tions which was signed by the Government on 30 October 1969, by UNDESA on 15 September 1969, and by UNICEF on August 1969.

ARTICLE I

OBJECTIVES

The purpose of this Addendum is to record the agreement of the parties with regard to the continuation of the original project, pursuant to the plan of Operations, and the expansion of the project in accordance with the annexures to this Addendum and those spelled out in Article II.

ARTICLE II

PLAN OF ACTION 1. The Plan of Action, as described in Article HI of the Plan of Operations, are modified as follows:
a. Stipends and honoraria for the training of 120 social workers will be absorbed by the Government instead of UNICEF.

b. The three two-year study grants to be paid by UNICEF will be postponed until the Second Addendum.
2. Additional activities not referred to in the original Plan, but included under this Addendum, are as follows:
a. The establishment of five additional multi-purpose urban community development centres (making a total of 13 under this Addendum).

b. The establishment of a National Social Work Laboratory at the National Training Centre at Kansas Street. Malate, Manila, which will serve as a demonstration laboratory for field work supervisors and social work faculty, and as a training centre with a complex of facilities for field work training at various levels for social workers and social work students. Details are given in Annex I.

c. Assistance to an expansion of the Research and Evaluation programme of the Bureau of Training, Research and Special Projects of the Department. This is described in Annex II.
3. In all health service activities undertaken in collaboration with the Department of Health, WHO shall extend technical assistance within the framework of the master plan of operation of the general health services development project (Philippines — 0500), which was signed by the Government on 20 November 1969 and by WHO on 20 January 1970.

ARTICLE III

COMMITMENTS OF UNDESA

Under the Plan of Operations, the UNDESA agreed to provide the services of an expert on social welfare research and evaluation for the period of one year.

The Government, as an alternative, requested the services of a Senior Social Welfare Expert. Depending on the advice of this Expert, the Government may also request a second expert and fellowships for assistance to the National Social Work Laboratory and Training Centre. The UNDESA will provide such assistance subject to a request from the Government and the availability of funds.

ARTICLE IV

COMMITMENTS OF UXICEF

The UNICEF Executive Board approved in May 1969 a three-year commitment in the amount of 3147,000 and an allocation of $72,000. The UNICEF Executive Board, at its April 1970 session, approved a new allocation (mid 1970/mid 1971) of $84,000 (including freight costs). Details are spelled out in Annex III.

ARTICLE V

COMMITMENTS OF THE GOVERNMENT

The Commitments of the Government, insofar as they apply to the development of urban community centres, remain as described in Article XI of the Plan of Operations, with the exception that in Fiscal Year 1971/1972, and thereafter for a period of nine years, the Department of Social Welfare will include in its budget proposals provision for five (5) two-year study grants for graduate studies per year.

The commitments of the Government in regard to the new activities described in this Addendum are spelled out in Annexes I and II. The Government's total expenditure for the Fiscal Year 1970/1971 is estimated at the equivalent of $632,575.

ARTICLE VI

FINAL PROVISIONS


All terms and conditions of the Plan of Operations, except as amended in the First Addendum, apply equally to this Addendum.

ANNEX I


PLAN OF ACTION FOR A NATIONAL SOCIAL WORK LABORATORY AND TRAINING CENTER

1. Introduction

There now exists at Kansas Street, Malate (central Manila) a fully equipped and operational multi-purpose urban community center. This center will be developed into one of three decentralized training centers (Manila, Cebu, and Iligan) under the three-year plan of operations, and assistance has already been committed for this purpose under the Plan of Operations. This is a national training center with a complex of facilities for field work training at various levels for social workers and social work students and as a demonstration laboratory for field work supervisors and social work faculty.

2. Objectives

Social work theories will be tested by the training center and it will serve as a demonstration center for new projects, particularly in community work. The center will also provide a site for workshops and seminars involving government and private social welfare agencies. The building which now exists will be demolished and a much larger building will be erected. The ground floor of the building will operate as an urban community center and a social work laboratory, and the national training center will be housed above. The building will include facilities for catering to the trainees.

3. Plan of Action

As the programme of the national center develops, it is envisioned that it will form a base for an advance training programme which will eventually lead to the establishment of a regional training center. In short, the national center will form a base or "take-off point" for the regional center which will be established on the Welfareville site in 1971 or 1972. Assistance to the national training center provides the basis for the request to UNDP/UNDESA for experts who will assist in the upgrading of the national center and the development of the regional center. The Secretary plans to have the national center in full operation by September 1970 when the World Conference on Social Work will be held in Manila.

4. UNICEF assistance would consist of the following supplies and equipment:

5. UNDP assistance. UNDP will provide, subject to Government request and availability of funds, a senior expert for training for two years to assist in the Kansas Street training center and to advise on eventual development of a regional center for high level personnel.

ANNEX II


PLAN OF ACTION FOR RESEARCH AND EVALUATION

1. Introduction Before the metamorphosis of the Social Welfare Administration into a Department in May 1968, virtually no systematic research was carried out per se. However, in May 1968 a Bureau of Training, Research and Special Project was established with a budget of P30,500 for the research aspect. Grants are also drawn from the Bureau's overall budget of up to P66,000 for contractual services. The staff of the Research Division of the new Bureau consists of eight professionals, including statisticians and analysts. It was a result of this development that a UN Adviser in Research and Evaluation was requested for one year (ref. Community Services Plan of Operations, Article VII, "Commitments of UNDESA").

2. Objectives

One of the functions of the newly created Research Division of the Bureau is to develop a programme that will provide a workable baseline for planning, implementation and development of social welfare programmes. This is to be carried out through:
a. A programme of ongoing research on basic data relevant to programme planning.

b. The development of a more efficient data-collection system.

c. The development of a programme evaluation system. It is envisioned that the data-collection system will be evolved primarily out of the internal operations of the Department, as well as through supplementary special data-collecting schemes. A programme-evaluation scheme is being devised which will involve the employment of the services of objective third-party observers and evaluators of ongoing programmes and the development of built-in evaluation schemes for demonstration programmes. The Bureau is able to finance one major study and one minor study each year and to assist in the financing of several studies in cooperation with other agencies. It is also able to hire consultative services on a limited basis to conduct special studies of immediate need to the Department.

3. Plan of Action 1970/1971

The Bureau was established in 1968 and received its initial release of funds in fiscal year 1969/1970, in the first half of which the following research activities were started: A Survey of Training Needs of the Department; A Socio-Economic Survey of Quezon City (in cooperation with NSDB and the Government of Quezon City); A Study of Different Methods of Rehabilitating Juvenile Delinquents in Iloilo City {in cooperation with Iloilo); A Study of Training Methods for Inservice Training in the Department of Social Wel¬fare. For fiscal year 1970/1971, the following studies are planned to be started:
a. A study to define the practice of Social Work in the context of a Philippine setting, including the collection of basic data to enable the Bureau to define the Philippine setting for the purposes of work programmes. Since the Department is the only government arm for social welfare, this study will help the training programme of the Bureau and also guide curriculum development in the Schools of Social Work.

b. Descriptive-analytical studies of the Foster Home Programme, the Urban Community Centre Programme, and the Programme of Aid to Families in Economic Distress. It should be noted here that the above-named programmes have in the past been assisted by UNICEF during their development on a pilot scale. The studies referred to will make possible an evaluation of each of the programmes at a time when they are being expanded on a national scale.

c. A study of training utilization. The Department's training programme has received UNICEF assistance from the beginning, and it would be useful at this stage to determine the net effect of the training on the staff in the performance of their duties.

d. Data-collection system. While it is envisioned that the Department's data-collection system will be evolved primarily out of internal operations, a separate programme-evaluation scheme is being devised which will involve the employment of the services of objective third- party observers and formal evaluations of ongoing programmes. The above activities will be carried out with the advice and assistance of the UNDESA expert

4. justification

As presently funded, the Bureau is able to conduct its research programme only in a limited day. The major portion of the funds of the Bureau still has to be apportioned for training, which is a priority need of the Department due to the firm target schedule for expansion of Department programmes. A continuous programme of inservice training is needed as well to maintain the standard of services as set by the demonstration projects previously assisted by UNICEF, which are now being implemented on a national scale.

The assistance described above, in addition to expanding the research activities of the Department in evolving a data-collection system, will result in a very important by-product: it will begin the building of a store of social work literature in the Philippines, a resource which is virtually non-existent at this time.

Further, it is expected that assistance wil] stimulate and encourage inde-pendent research not only on the activities of the Department, but also on social welfare in the Philippines in general. To insure continuity of the expanded research activities, it is proposed that the Government gradually take over this commitment by increasing its appropriation for research grants annually and its provision for contractual services.

5. UNICEF Assistance

To accomplish the above objectives, the funds requested to cover a period of one year — mid 1970 through mid 1971 — are as follows:

These grants will finance studies on specific research topics of immediate interest to the Department in the areas of child and youth welfare and community services (to which UNICEF is giving assistance over a three-year period). Priority will be given to studies which describe and evaluate practices in the Department and/or assess needs and resources.

This amount will cover honoraria for the services of consultants to assist in special studies carried out by the Bureau itself, through its Research Division, or for the payment of contractual services necessary to supplement the services of the Bureau particularly data-collecting and processing costs, which are not regular expenses and are not yet in the budget of the Bureau. It will also cover costs of editing manuscripts.  
   

c. For the publication and printing of 4 manuscripts in 1,000 copies

d. Books and equipment 5,500 Modern-day research cannot be conducted efficiently and effectively without equipment which has been designed to facilitate certain phases of the research process. This sum will cover the costs of duplicating equipment, copiers, tape recorders, reference books, calculators and IBM cards.
