Excellency,
I have the honor to refer to discussions at various levels between officials of our two Governments regarding the Dissemination of Water Catchment System Project in the Philippines. This project is being proposed to be funded jointly by the International Development Research Centre of Canada and the Canadian International Development Agency. It is the second phase of a successful IDRC project which introduced the Ferrocement Rainwater Catchment Technology in the province of Capiz. The first phase was completed through collaborative efforts between the Provincial Government of Capiz and a community based Non-Government Organization - the Capiz Development Foundation, Inc.
I wish to inform you that the Government of Canada through the Canadian International Development Agency has agreed to co-finance the implementation of this project with the International Development Research Center, and will do so by making a bilateral contribution of up to Cdn$ 474,000. The International Development Research Centre has agreed to provide Cdn$ 302,500 and the Capiz Development Foundation, Cdn$ 42,150 for a total project cost of Cdn$ 819,650. The Capiz Development Foundation will implement this project in collaboration with the Provincial Government of Capiz.
If this is acceptable to the Philippine Government, letter and your affirmative reply shall constitute an understanding between our two Governments.
Accept, Excellency, the renewed assurances of my highest consideration.
