AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNITED NATIONS CHILDREN'S FUND CONCERNING LEPROSY CONTROL PROGRAMME

Sir:

I have the honour to refer to the Plan of Operations for a General Health Services Project to the Philippines, signed by the Government on 27 November 1954, by the World Health Organization on 25 November 1954 and the United Nations Children's Fund on 27 November 1954, and to the First through the Eighth Addenda thereto and the Exchange of Letters signed in September, 1969, covering implementation through 1970. This is a complementary project related to the Master Plan of Operations for General Health Services Development in the Philippines, signed on behalf of WHO on 20 November 1969 and on behalf of the Government by the Secretary of Foreign Affairs on 20 January 1970 to which UNICEF is related by virtue of a Letter of Protocol signed by the UNICEF Resident Director on 2 January 1970 and confirmed by the Government on 12 February 1970.
1 The purpose of this letter is to formalize the further agreement between the Government, WHO, and UNICEF with regard to continued UNICEF assistance to the Leprosy Control Programme through the end of 1971.

2. The provisions of the Plan of Operations and the subsequent addenda, except as otherwise modified hereunder, shall remain unchanged and apply-equally to this Exchange of Letters.

3. The Plan of Action for 1971 calls for the Government to continue the operation of teh leprosy control programme through the fifteen travelling skin clinics, the six stationary skin clinics and the services of the onehundred para-medical, personnel (nursing attendants) under the provincial health offices. The skin clinic will continue to cover all highly endemic areas, while the para-medical personnel will be deployed to all the provinces in the country. Highly indemic provinces will be covered by two or more para-medical personnel.

4. It is understood that the Government will continue its commitments as set forth in the Plan of Operations and subsequent addenda. The Government's appropriations for FY 1970/1971 will be along the same lines as previously agreed to for FY 1969/1970, which are as follows:

I should appreciate your confirmation of the above. The signing of nine copies of this Exchange of Letters will constitute an official agreement between the Government and UNICEF extending the plan of action through end 1971. Three copies of this Exchange of Letters are for use of your Government, the remaining six copies are to be returned to this Office for distribution.
