AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE REPUBLIC OF FRANCE FOR THE ABOLITION OF VISAS OF SHORT DURATION

THE PHILIPPINE GOVERNMENT and the FRENCH GOVERNMENT, DESIROUS of facilitating the travel of citizens of each of the two States in the territory of the other and to enhance the development of friendly relations between the two countries,
HAVE AGREED on the following:
ARTICLE 1

The citizens of each of the Contracting Parties whatever may be their country of residence, may enter and leave the territory of the other Party, by whatever means, without visa, as long as they are in possession of a valid passport.

ARTICLE 2

The facilities envisioned in Article 1 shall apply only to sojourns of not more than 59 days.

ARTICLE 3

The prior application for a visa remains obligatory for citizens of each of the Contracting Parties desiring to enter the territory of the other Party for a sojourn of more than 59 days or to exercise a lucrative activity.

ARTICLE 4

The provisions in the preceding Article shall not modify the laws and regulations governing the sojourn of aliens in the territory of each of the Contracting Parties.

Article 5

Each of the Contracting Parties reserves the right to refuse entry or sojourn in its territory to citizens of the other Party it considers as undesirable.

ARTICLE 6

Each of the Contracting Parties agrees to readmit in its territory without other formalities all those in possession of the document provided for in Article 1 and delivered by it, whether or not this document is still valid or expired, and even in cases where the nationality of the person concerned is doubtful.

ARTICLE 7

Each of the Contracting Parties reserves the right to temporarily suspend the application of this Agreement, except the provision of Article 6, for reasons of security, public order or public health.

This suspension shall be immediately notified to the other Party through diplomatic channels. The lifting of the suspension shall be similarly conveyed.

ARTICLE 8

The present Agreement shall apply, as far as France is concerned, to its European Departments and to the overseas Departments of the French Republic, and as far as the Philippines is concerned, to its national territory.

ARTICLE 9

The present Agreement shall enter into effect on 1 July 1970. It may be terminated at any time by one or the other Government, the termination shall take effect 90 days after written notification.

DONE in Manila on 21 May 1970, in two copies in the French and English languages, both texts being equally authoritative.
