AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE UNITED NATIONS EDUCATIONAL, SCIENTIFIC AND CULTURAL ORGANIZATION/UNITED NATIONS CHILDREN'S FUND CONCERNING THE FIRST ADDENDUM TO THE PLAN OF OPERATIONS FOR SCIENCE EDUCATION PROJECT

THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES (hereinafter referred to as "THE GOVERNMENT"), the UNITED NATIONS EDUCATIONAL, SCIENTIFIC AND CULTURAL ORGANIZATION thereinafter referred to as "UNESCO"), and the UNITED NATIONS CHILDREN'S FUND (hereinafter referred to as "UNICEF"),

HAVE AGREED to the following First Addendum to the Plan of Operations which was signed by the Government on 23 September 1969, by UNESCO on 17 July 1969, and by UNICEF on 10 July 1969.
1. The purpose of this Addendum is to record, pursuant to the Plan of Operations, the agreement of the parties regarding the expansion and continuation of the project during the period mid 1970 through end 1971.

2. The basis of relationships, the objectives, area, administration and assignment of responsibility, participation of other agencies, and evaluation shall remain the same as stipulated in the signed Plan of Operations.

Article I

PLAN OR ACTION


1. The plan of action to be covered by this First Addendum represents a continuation of the activities spelled out in Article V of the Plan of Operations and an expansion of the number of regional science teaching centres from one to five.
a. Study grants will be made available by UNICEF to 46 teacher participants in the graduate (Master of Arts in Teaching) programme at the University of the Philippines in the specialized fields of biology (11 scholars), high school science (16 scholars), and high school mathematics (19 scholars) during the school term July 1970 to November 1971. The institutions which will participate during the second year of the MAT programme are listed in Annex I to this Addendum.

b. Basic sets of science equipment for biology and for high school science and mathematics will be provided by UNICEF to the institutions participating in the MAT programme during the above term.

c. Under this Addendum, steps will be taken as described in paras, (b) and (c) of Article III in the Plan of Operations to establish a prototype regional science teaching centre at Notre Dame of Marbel College, and four other centres at Ateneo de Davao College, Aquinas University, St. Louis University and Silliman University, all of which will hold summer institutes (six-week course) for secondary school teachers.

d. It is estimated that 100 secondary school teachers will attend the summer institutes at each of the five regional science teaching centres. A list of the schools which will participate in these summer institutes, to be held in May/June 1971, will be detailed in Annex II, to be attached before March 1971. The Government will be responsible for payment of stipends to the participating teachers.

e. UNICEF will provide basic sets of science and mathematics equipment for the secondary schools, from which the participants of each of the summer institutes will be drawn. A vehicle for supervision of the participating schools will be provided to each of the five regional science teaching centres.

ARTICLE II

COMMITMENTS OF THE GOVERNMENT


The commitments of the Government are as spelled out in Article VII of the Plan of Operations. The Government's expenditure under this Addendum is estimated at 8408,600.

ARTICLE III

COMMITMENTS OF UNICEF


The UNICEF Executive Board approved in May 1969 a five-year com-mitment in the amount of $469,000 and an allocation of $30,000. To cover the requirements of the second phase of the programme, the UNICEF Executive Board approved an allocation of $216,000, including $15,000 for freight charges, in April 1970 for the provision of training grants for the graduate course and basic sets of science and mathematics equipment for the MAT programme and of basic sets of science and mathematics equipment and transport for five regional science teaching centres.

ARTICLE IV

COMMITMENTS OF UNESCO


The commitments of UNESCO under Article X of the Plan of Operations shall remain unchanged.

ARTICLE V

FINAL PROVISIONS


All terms and conditions of the Plan of Operations, except as amended in this First Addendum, apply equally to this Addendum.
