AN UNDERTAKING CONCERNING THE RECOGNITION OF TRAINING AND CERTIFICATION OF SEAFARERS FOR SERVICE ON BOARD VESSELS REGISTERED IN BARBADOS BETWEEN THE PRINCIPAL REGISTRAR BARBADOS SHIP'S REGISTRY ON BEHALF OF THE GOVERNMENT OF BARBADOS AND THE MARITIME ADMINISTRATION OF THE PHILIPPINES

Recognition of Certificates of Competence under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1987, as amended in 1995, Regulation I/10.

We set out below for your information the terms tinder which we will recognise certificates of competence issued by your .authority; please confirm your agreement by signing and returning to us the attached copy.

1.The Barbados Ships" Registry', as an Agency of the Barbados Ministry of Tourism and International Transport, deals with the recognition of certificates of competence and the subsequent issue of Endorsement.

2.The Principal Registrar, based at Barbados Ships’ Registry, Barbados High Commission I Great Russell Street London WC1B 3ND, United Kingdom, is the designated official responsible on behalf of the Barbados Government for implementation of STCW 95.

3.In general terms, it is our intention to accept only those certificates of competency issued by or on behalf of a country deemed to be compliant with STCW 95. As part of the criteria for acceptance, a certificate issuing country must be listed by IMO as being compliant by appearing in the 'White List', or have written confirmation from IMO to the effect that it is compliant. We will not however, recognise certificates issued by "third party" issuers or parties that do not train and examine seafarers in full compliance with the requirements of the STCW Convention.

4.Should we request a visit to view the facilities, observe the procedures and/or review the policies of your certificate issuing authority, such a request will be made in writing by the Principal Registrar or his designated deputy. Upon your written consent a mutually acceptable date, time and duration for an inspection visit will be agreed between us.

5.If requested by this Agency, your authority will permit us access to data from any quality standards evaluations (in accordance with STCW Reg. I/8) conducted by you as the certificate-issuing Party. This Agency has a Quality System, which is accredited by Lloyds Register Quality Assurance to ISO 9002-94 and is therefore independently evaluated and audited.

6.When seeking to verify the validity or content of a certificate issued by your authority we may contact you by fax, letter or e-mail as appropriate. Any such communication will contain all the principal details of the certificate being verified. If there is likely to be a delay in your response for any reason we request we be advised of the difficulty as soon as practicable.

7.The Barbados Ships' Registry shall establish means to ensure that seafarers who are issued with endorsement documents at the management level acquire an appropriate knowledge of the Shipping Act 1994, relevant to the functions they are permitted to perform.

In the event that we withdraw, suspend or revoke any recognition, whether for disciplinary or other reasons, you will be advised by the Principal Registrar or his designated representative in writing of the reasons for the action taken.

8.As a certificate-issuing Party, you will notify the Principal Registrar as Barbados Ships' Registry of any significant changes in the arrangements for training and certification provided in compliance with the Convention where the changes include:

(a) a change of position, address or access information for the responsible

(b) any material change in procedures

(c) any change substantially different: from the information for the communicated to the Secretary-General of the IMO pursuant to Section A-1/7 of the STCW Code.

9.This Agreement will remain valid unless and until revoked by either party in writing.

11.Notwithstanding, the date appended to this agreement the Barbados Ships' Registry confirms that endorsement documents already issued to officers under the provisions of STCW 95 remain valid until their expiry date, unless otherwise revoked.

Please indicate your acceptance of the terms of this Agreement by printing, signing and dating both copies of this letter and returning one copy to this office.

STCW 95 - Reg. 1/10 - Recognition of Seafarers' Certificates

I have pleasure in enclosing herewith a signed copy of the Undertaking between our two Administrations, whereby Barbados will recognise Philippines issued seafarer certificates. We have included the Philippines in our list of accepted countries with effect from today's date.

Please be advised that we originally received the Undertaking made with the German authorities and Philippines - the German administration received the agreement intended for Barbados, but kindly sent this on. We have today mailed by air to the German addressee the undertaking we had received in error.
