SPECIAL FUND-ASSISTED PROJECT ON SANITARY SEWERAGE FOR MANILA

Sir,

1 have the honour to refer to the Plan of Operation signed on 11 July 1967 by your Government, represented by the Chairman of the National Economic Council, and by the United Nations Development Programme and WHO, for the execution of the Special Fund-Assisted Project "Sanitary Sewerage for the Manila Metropolitan Area". I wish to refer to Appendix IV—Schedule of Operation, Paragraph 1.5, subparagraph 1.5.1 which concerns the oceanographic studies in connecting with ocean disposal of wastes and particularly to the possible use of radio-isotope tracer techniques.

The WHO Consultant Panel during its first visit in March 1968 to the project recommended the use of this method. This has been supported by special study made by Mr. Paul Harremoes, WHO Short-term Consultant, who recently presented his report to WHO on the feasibility of this study after discussions and verbal agreement with the government agencies concerned, viz. the National Waterworks and Sewerage Authority (hereafter referred to as NWSA), Philippine Navy and the Philippine Atomic Energy Commission (hereafter referred to as PAEC). These agencies have indicated their willingness and desire to cooperate in the proposed study. Three advance copies of Mr. Harremoes' report are attached hereto for your use and guidance.

I am happy to inform you that WHO, in agreement with the United Nations Development Programme Special Fund will be able to meet the cost of the study as a part of the overall Master Plan project.

Although the execution of this study will be done under a contract between WHO and the Danish Isotope Centre, Copenhagen, and therefore will not involve the Government in any expenditure connected with the international travel of technicians and salaries and allowances, and the costs and transportation of specialized equipment from abroad, the Government will have to meet the following commitments for the first part of the investigation:

1. The production and delivery of isotopes including the fabrication of transport and shield containers and the servicing of the nuclear equipment (by the PAEC).

2. The provision of an adequate boat (Patrol Craft Fast class) with radar navigation equipment by the Philippine Navy twice a week for a period of about three months.

3. The provision of office accommodation and secretarial assistance (by the PAEC).

4. The provision of technical staff to assist in the investigation (three engineers—two from the PAEC and one from NWSA).

5. The provision of other governmental services and access to facilities which may be required in connection with the study.

6. The provision of other governmental services and access to facilities which may be required in connection with the study.

It is imperative that this study be carried out in the early part of January 1969 so that the findings can be used by the sewerage master planning project.

These Government counterpart contributions will be in addition to those now being provided by NWSA to the main project as listed in the plan of operations.

It is suggested that PAEC serve as the co-ordinating agency for the Government for this study.

It is expected that the second part of this study will be carried out during the period July-September 1969. For this part, it is planned that the Government personnel already trained in the first period of the study will be able to carry on this investigation with the technical assistance of WHO as indicated in the attached report. For this second part, the PAEC will be the responsible government agency in charge of the study.

If you agree with the foregoing terms of reference, the signing of eight copies of this letter will constitute an official agreement for the implementation of this project within the general provision of the basic agreement concluded between your Government and the Special Fund on 28 June 1961,^[1] and the project's Plan of Operation signed on 11 July 1967 referred to above.

Five of these copies are for use of your Government, and the remaining copies shall be returned to this office.
