MEMORANDUM OF UNDERSTANDING ON THE ESTABLISHMENT OF A JOINT-YUGOSLAV COMMISSION FOR COMMERCIAL, ECONOMIC, SCIENTIFIC AND TECHNICAL COOPERATION BETWEEN THE FEDERAL EXECUTIVE COUNCIL OF THE ASSEMBLY OF THE SOCIALIST FEDERAL REPUBLIC OF YUGOSLAVIA AND THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES

on the establishment of a Joint Philippine-Yugoslav Commission for Commercial, Economic, Scientific and Technical Cooperation between the Federal Executive Council of the Assembly of the Socialist Federal Republic of Yugoslavia and the Government of the Republic of the Philippines

The Government of the Republic of the Philippines and the Federal Executive Council of the Assembly of the Socialist Federal Republic of Yugoslav (hereafter: Sides),

Desirous of expanding their commercial, economic, scientific and technical cooperation and bearing in mind the existing friendly relations, inspired by mutual willingness to further promote and encourage their commercial, economic, scientific and technical cooperation in all fields in line with their development needs and objectives and on a reciprocal basis,

Have agreed as follows:

ARTICLE 1

The Sides hereby establish a Joint Philippine-Yugoslav Commission for Commercial, Economic, Scientific and Technical Cooperation (hereafter:the Joint Commission).

The Joint Commission shall be entrusted with the following tasks;

a) to analyze and follow up all issues related to the implementation of the Trade Agreement signed by the Federal Executive Council of the Assembly of the Socialist Federal Republic of Yugoslavia and the Government oy -;he Republic of the Philippines on June 7, 1983;

b) to review all issues of mutual interest pertaining to the field of commercial, economic, scientific and technical cooperation;

c) to examine and propose forms of joint cooperation in the fields of trade, economy, science and technology and suggest appropriate measures for expanding and promoting that cooperation.

ARTICLE 2

A Member of the Federal Executive Council of the Assembly of the Socialist Federal Republic of Yugoslavia shall be appointed Yugoslav Co-Chairman of the Joint Commission.

The Government of the Philippines shall appoint one of it Secretaries the Philipine Co-Chairman of the Joint Commission .

The Joint Commission shall also include experts from the two countries.

ARTICLE 3

Sessions of the Joint Commission shall be held as appropriate alternatingly in the Socialist Federal Republic of Yugoslavia and the Republic of the Philippines.

ARTICLE 4

The present Memorandum of Understanding shall enter into force on the date when the two Sides notify each other that it has been approved in accordance with the relevant national legislations of the two countries. The same shall remain in force for a period of five (5) years, whereafter it shall be automatically renewed on a yearly basis, unless cancelled in writing by either Side at least three (3) months prior to its expiry.

The present Memorandum of Understanding may be amended at the request of either Side, upon mutual agreement. The procedure of amending the present Memorandum shall be the same as the one of its negotiation.

Done and signed at Belgrade on March 28, 1988 in two originals in the English language, both texts being equally authentic.
