MEMORANDUM OF UNDERSTANDING BETWEEN THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES AND THE GOVERNMENT OF THE KINGDOM OF CAMBODIA ON VISA EXEMPTION FOR HOLDERS OF DIPLOMATIC AND OFFICIAL PASSPORTS

The Government of the Republic of the Philippines and the Government of the Kingdom of Cambodia, hereinafter referred to as the "Parties";

DESIRING to further expand their bilateral cooperation;

HAVE AGREED on the following with respect to holders of diplomatic and official passports:

ARTICLE I

Citizens of the Republic of the Philippines and the Kingdom of Cambodia holding valid diplomatic and official passports, shall be permitted to enter into or exit from the territory of the other Party through their respective international ports without visas.

ARTICLE II

Citizens referred to in Article I, shall be permitted to stay in the territory of the other Party for a period not exceeding thirty (30) days from the date of entry. This duration of stay may be extended by the competent authorities of the respective Party upon submission of a written request from the Foreign Ministry of the other Party.

ARTICLE III

Each Party shall reserve the right to prevent the entry or shorten or terminate the duration of stay of citizens of the other Party if such citizens are considered unacceptable or persona non grata.

ARTICLE IV

The Parties shall proceed to an exchange of their respective valid passport specimens through diplomatic channels within thirty (30) days after the signing of this Memorandum of Understanding. Any Party modifying its passports shall present a specimen of the new passport to the other Party within thirty (30) days prior to use.

ARTICLE V

This Memorandum of Understanding snail be enforced in conformity with the current laws and regulations of each Party.

ARTICLE VI

The Parties shall promptly consult each other, upon the written request of either, through diplomatic channels, concerning the interpretation, application, or implementation of this Memorandum of Understanding.

ARTICLE VII

This Memorandum of Understanding shall take effect on the date of the later notification by the Parties, through diplomatic channels, indicating that the domestic requirements for its entry into force have been complied with.

Any amendment or revision to the text of this Memorandum of Understanding shall be done through diplomatic channels by mutual consent. These amendments and/or supplements shall enter into force in accordance with the proceeding paragraph of this Article.

This Memorandum of Understanding may be suspended or terminated when deemed necessary but a thirty-day notification shall be given in writing through diplomatic channels.

IN WITNESS WHEREOF, the undersigned, duly authorized thereto by their respective Governments, have signed this Memorandum of Understanding.

DONE in Manila, Philippines, on this sixteenth day of August, the year 2000, in two original texts, in the English and in the Khmer languages, both texts being equally authentic. If there is any divergence concerning the interpretation of this Memorandum, the English text shall prevail.
